About the author (2009)

Primo is assistant professor of political science at the University of Rochester.

Barbara J. Nelson was professor of political science and co-director of the Center on Women and Public Policy at the University of Minnesota.

Anthony Downs is a senior fellow at the Brookings Institution and has served as a consultant to many of the nation's largest corporations, major developers, and government agencies at all levels including the White House. He has a Ph.D. in economics from Stanford University and is a widely published author.
