INTRODUCTION This manual has been prepared for use as a reference primarily for supervisors/managers on Customs EEO programs. Information about the program is disseminated at various times in a Customs employee's career: in conferences, supervisory training classes, etc. This document describes: • The basic principles of EEO and affirmative action. • Sexual harassment. • The responsibilities of management, employees, the EEO staff, and persons with collateral EEO duties (such as advisory Committee members and counselors) • The complaint process. • Special emphasis programs. • Sources of information and types of assistance.
