Rule 9. All motions and resolutions and reports of standing and special committees shall be reduced to writ ing and read by the recorder.

Rule 10. Every member previous to his speaking shall rise from his seat and address himself to the mayor or president, and no members shall be allowed to speak more than twice, or longer than five minutes, on any question without leave of the council.

Rule 11. When a question is under debate no motion shall be received, but: 1. To adjourn. 2. For the previous question. 3. To lay on the table. 4. To postpone indefinitely. 5. To postpone to a day certain. 6. To commit. 7. To amend. Which several motions shall have preference in the order in which they stand arranged.

Rule 12. A motion to adjourn shall always be in order. The motion to adjourn, for the previous question, to lay upon the table, and all motions relating to questions of order, shall be decided without debate.

Rule 13. Any member who voted on that side of the question which prevailed, may move for a reconsideration thereof, at the same or next succeeding meeting, and such motion shall take precedence of all other questions except - a motion to adjourn; but shall not be renewed at the same meetings.

Rule 14. No motion or proposition on a subject or proposition different from that under consideration shall be admitted under color of amendment.

Rule 15. All questions requiring a certain vote for their adoption shall require the same vote for their reconsideration.

Rule 16. These rules shall not be amended or repealed except by the consent of three-fourths of the aldermen elect.

Rule 17. Subject to the foregoing rules, the proceedings of the council shall be governed by the parliamentary rules as laid down in Cushing's Manual of parliamentary law.

Charter of Bay City

Being Act No. 514 of the Legislature for the Year 1903

CHARTER OF BAY CITY

AN ACT to annex the territory embraced within the city of West Bay City, to that of Bay City, and to consolidate the city of West Bay City with the city of Bay City under the name of Bay City; to specify Title. and fix the boundaries of the city; to consolidate the school system and the library systems of the said cities of West Bay City and Bay City; to provide for the assuming and payment of all the indebtedness and liabilities of the present cities of Bay City and West Bay City, and their school and library systems and to provide for the ownership of all their corporate property and rights; to define the corporate rights, powers and privileges of said city of Bay City and to repeal all acts and parts of acts inconsistent herewith.

The People of the State of Michigan enact:

CHAPTER I.

INCORPORATION AND LIMITS.

SECTION 1. All the district of the country in the County of Bay and State of Michigan, embraced within the following described limits is herewith
