Passed to be engrossed in concurrence with the following amendments"; to wit:
At [A], at the end of Sect. 4, add the following words :
1 “ provided that they shall place in the asylum at 2 Worcester none but state, city, or town patients of 3 the chronic insane class.”
At [B], Sect. 29, strike out the words “and shall make a full report of its doings in manuscript to the governor and council on or before October fifteenth of each year. Said report shall be made up to the thirtieth day of September inclusive,” and insert in place thereof the following:
1 “ The board shall annually, in the month of Janu2 ary, submit in print to the legislature a full report of 3 its doings and expenses for the calendar year pre4 ceding. It shall also embody in its report a properly 5 classified and tabulated statement of the receipts and 6 expenses of each of the several institutions named in 7 this act for the said year, and a corresponding classi8 fied and tabulated statement of their estimates for 9 the year ensuing, with its opinion as to the necessity 10 or expediency of appropriations in accordance with 11 said estimates. Said report shall also present a con12 cise review of the work of the several institutions 13 herein named for the year preceding, with such sug14 gestions and recommendations as to said institutions 15 and the charitable and reformatory interests of the 16 state as may be deemed expedient.
At [C], Sect. 30, line 17, insert the following:
1 “ Said board may authorize its general agent to 2 perform any and all the duties prescribed by sections 3 forty-nine and fifty of chapter seventy-one of the 4 General Statutes, and any act amendatory thereof, 5 give the written notice mentioned in chapters one 6 hundred and twenty-one and one hundred and sixty7 nine of the acts of the year one thousand eight 8 hundred and seventy-six, and approve all bills against 9 the Commonwealth on account of state paupers ; 10 provided that bills for the sickness and burial of the 11 same may be audited by a medical officer to be ap12 pointed by the board.”
At [D] strike out Sect. 34, and substitute
1 SECT. 34. Except as otherwise provided in this 2 act, all the reports and returns heretofore required 3 by law to be made to the Board of State Chari4 ties or the secretary of said board shall hereafter 5 be made to the State Board of Charities; provided 6 that said board may discontinue any of said reports 7 and returns, and require from the institutions named 8 in this act such other reports and returns as are 9 found necessary to the proper transaction of its busi10 ness.
At [E] strike out Sects. 35 and 36, and substitute the following:
1 SECT. 35. Section sixteen of chapter seventy-five 2 of the General Statutes is hereby amended by add3 ing after the word “ chapter ” the words or subse+ quent acts.” Section one of chapter eighty-three of 5 the acts of the year one thousand eight hundred and 6 sixty is hereby amended by striking out all after the ī word “year.” Section one of chapter one hundred 8 and sixty-two of the acts of the year one thousand 9 cight hundred and sixty-five is hereby amended by 10 striking out the words “ Board of State Charities," 11 and substituting therefor the words “ State Board of 12 Charities.” Section two of the same act is hereby 13 amended by striking out the words “ Agent of the 14 Board of State Charities," and substituting therefor 15 the words “ State Board of Charities;” also by strik16 ing out all after the word “rate,” and substituting 17 therefor the words of twenty-five dollars per week
