A bill to amend section 12 of Act No. 326 of the Public Acts of 1913, entitled "An act to provide for the leasing, control and taxation of certain lands owned and controlled by the State, and the improvements thereon; providing penalties for the violation of certain provisions thereof; and repealing Act No. 215 of the Public Acts of 1909, and all other acts or parts of acts inconsistent herewith," being section 617 of the Compiled Laws of 1915.

Senate bill No. 175, entitled

A bill to authorize the Department of Public Safety to establish and conduct a training school to be known as the Michigan Training School for Police for the instruction of law enforcing officers, and to make appropriations therefor.

Mr. Condon introduced

Senate bill No. 176, entitled

A bill abrogating the common law disability of married women in so far as to make and render them competent to bind themselves with their husbands upon any written instrument, or upon any contract made by the husband respecting work and labor or materials furnished upon any building situated upon property held by the husband and wife jointly, or to engage in co partnership with the husband, and to become bound upon partnership debts and obligations.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Judiciary.

A bill to make appropriations for the State Pioneer and Historical Museum division of the Michigan Historical Commission for the fiscal years ending June 30, 1926, and June 30, 1927, for maintenance, operation and other purposes. A bill to amend section 2 of Act No. 188 of the Public Acts of 1899, entitled "An act to provide for the taxation of inheritances, transfers of property by will, transfer of property by the intestate laws of this State, or transfers of property by deed, grant, bargain, sale or gift, made in contemplation of the death of the grantor, vendor or donor, or intended to take effect in possession or enjoyment at or after such death," same being section 14525 of the Compiled Laws of 1915, as last amended by Act No. 257 of the Public Acts of 1923. A bill to provide for the preservation of game by prohibiting hunting on Sunday in the county of Macomb, to authorize the arrest of persons so offending and to prescribe the penalty therefor.

Senator Howarth entered the Senate Chamber and took his seat.

General Orders.

Mr. Bernie L. Case moved that the Senate resolve itself into Committee of the Whole for consideration of the general orders.

The motion prevailed and the President designated Mr. Case as chairman. Accordingly the Senate resolved itself into Committee of the Whole, with Mr. Case in the chair.

After some time spent therein the committee rose; and, the President having resumed the chair, the committee, through its chairman, reported back to the Senate, favorably and without amendment, the following entitled bill:

House bill No. 158, entitled

A bill to amend sections 1 and 10 of Act No. 92 of the Public Acts of 1923, entitled "An act to regulate the sale, disposition, distribution and possession of certain habit forming drugs; to provide a procedure for the discovery of evidence of the violation of this act and to provide for penalties for the violation hereof," approved April 26th, 1923.

The bill was placed on the order of Third Reading of Bills.

The Committee of the Whole, through its Chairman, reported back to the Senate, favorably and with amendments the following entitled bill:

Senate bill No. 93 (file No. 53), entitled

A bill to provide for an annual specific tax upon bonds, notes, or other evidences of debt, which may hereafter be issued by the State of Michigan or by any county, city, village, township, school district, or road district within this State; to provide for the administration of the provisions of this act; and to repeal Act No. 88 of the Public Acts of 1909, being sections 4194 and 4195 of the Compiled Laws of 1915, and all other general, special or local acts, or parts thereof, in so far as they may contravene any of the provisions of this act.

The following are the amendments recommended by the Committee of the Whole:

(1) Amend section 1, line 24, after the word "payment," by inserting the words "which information shall not be divulged to other than state and local government officials".

(2)

Amend section 4, line 1, by striking out the word "an" and inserting in lieu thereof the word "any".

The Senate agreed to the amendments recommended by the Committee of the Whole and the bill as amended was placed on the order of Third Reading of Bills.

The Committee of the Whole, through its Chairman, reported back to the Senate, favorably and with amendment the following entitled bill:

Senate bill No. 94 (file No. 54), entitled

A bill to provide for an annual specific tax upon foreign securities, as defined in this act, which may hereafter be issued; to provide for the administration of the provisions of this act; and to repeal Act No. 142 of the Public Acts of 1913, Act No. 254 of the Public Acts of 1915, Act No. 173 of the Public Acts of 1917, and all other acts or parts of acts in so far as they may contravene any of the provisions of this act.

The following is the amendment recommended by the Committee of the Whole. (1) Amend section 2, line 22, after the word "payment", by inserting the words "which information shall not be divulged to other than state and local government officials".

The Senate agreed to the amendment recommended by the Committee of the Whole and the bill as amended was placed on the order of Third Reading of Bills.

Mr. Condon moved that the Senate adjourn.
