A bill to amend the title and section 1 of Act No. 228 of the Public Acts of 1911, entitled "An act to authorize the boards of supervisors of the several counties in this State to borrow money and issue bonds therefor, for the purchase of land to be used for the purpose of holding thereon fairs and exhibitions of an agricultural character," same being section 2317 of the Compiled Laws of 1915.

The report was accepted.

A bill to regulate the taking of fish in the inland waters of this State located in the west one-half of the southwest one quarter of section 15 and the east one-half of the southeast one quarter of section 16 in the township of Lockport, St. Joseph County, and also in that part of the waters of Palmer Lake in the township of Colon which lies between the south line of the north onehalf of the north one-half of section 14 and the south line of State Street in the village of Colon, St. Joseph County.

the issuance of licenses and collection of fees therefor, and to authorize and regulate the disbursement of such license fees and to provide a penalty for violation of this act.

Senate bill No. 139 (file No. 102), entitled

A bill to prohibit the use of nets or seines within certain portions of Tawas Bay, Lake Huron, and to prescribe a penalty for violations thereof.

The following is the amendment recommended by the committee:

Section 1, lines 2, 3, 4, 5, after the word "from", strike out "the northeast corner of the present organized Township of Alabaster, Iosco County, and extending to the United States lighthouse establishment's foghorn on Tawas Point". and insert in lieu thereof "the Fog Whistle or Lighthouse to a point in Tawas Bay known as Prescott's Dock, Iosco County, Michigan".

The report was accepted.

The Committee on Labor respectfully reports back to the Senate the following entitled bill with amendments, recommending that the amendments be agreed to and that the bill, as thus amended, do pass:

Senate bill No. 104 (file No. 62), entitled

A bill to regulate the hours of labor of employes in the fire departments of municipalities, and providing penalties for the violation thereof.

The following are the amendments recommended by the committee:

1. Amend section 1, line 2, after the word "than", by striking out the word "ten" and inserting in lieu thereof the word "fifteen".

2. Amend section 2, line 2, after the word "officer" by inserting the words "or his assistant officers".

3. Amend section 2, line 9, after the word "men", by inserting the words "or for discipline".

4. Amend section 2, line 10, by striking out the word "similar".

The report was accepted.

A bill to amend sections 3 and 15 of Act No. 328 of the Public Acts of 1919, entitled "An act to create the Michigan State Athletic Board of Control for the regulation, control and supervision of boxing, or sparring and wrestling exhibitions within this State; to provide for the licensing, taxation and supervision of such exhibitions, and prescribing penalties for the violation of the provisions hereof," approved May 13, 1919, as amended by Act No. 326 of the Public Acts of 1921.

Senate bill No. 93 (file No. 53), entitled

A bill to provide for an annual specific tax upon bonds, notes, or other evidences of debt, which may hereafter be issued by the State of Michigan or by any county, city, village, township, school district, or road district within this State; to provide for the administration of the provisions of ths act; and to repeal Act No. 88 of the Publc Acts of 1909, being sections 4194 and 4195 of the Compiled Laws of 1915, and all other general, special or local acts, or parts thereof, in so far as they may contravene any of the provisions of this act.

Pending the third reading of the bill, Mr. Baxter moved that the bill be rereferred to the Committee on Taxation.

The motion prevailed.

The following entitled bill was announced:
Senate bill No. 94 (file No. 54), entitled

A bill to provide for an annual specific tax upon foreign securities, as defined in this act, which may hereafter be issued; to provide for the administration of the provisions of this act; and to repeal Act No. 142 of the Public Acts of 1913. Act No. 254 of the Public Acts of 1915, Act No. 173 of the Public Acts of 1917, and all other acts of parts of acts in so far as they may contravene any of the provisions of this act.

Pending the third reading of the bill, Mr. Baxter moved that the bill be rereferred to the Committee on Taxation.

The following entitled bill was read a third time:
Senate bill No. 140 (file No. 103), entitled

A bill to amend sections 1 and 38 of Article II of Act No. 198 of the Public Acts of 1873, entitled "An act to revise the laws providing for the incorporation of the railroad, bridge and tunnel companies and to regulate the running and management and to fix the duties and liabilities of all railroad, bridge, tunnel and other corporation owning or operating any railroad, bridge or tunnel within this State," being sections 8235 and 8272 of the Compiled Laws of 1915. The question being on the passage of the bill, the roll was called and the Senators voted as follows:

The question being on the passage of the bill, the roll was called and the Senators voted as follows:

The following entitled joint resolution was read a third time:

House joint resolution No. 2 (file No. 37), entitled

A joint resolution proposing an amendment to section 5 of article 8, of the State Constitution, relative to the term of office of county sheriffs.

The message informed the Senate that the House of Representatives had passed the joint resolution, in which action the concurrence of the Senate was requested. Pending the taking of the vote on the passage of the joint resolution, Mr. Quinlan offered the following amendment:

Section 5, lines 7 and 8, strike out "on the first Monday in April 1925" and insert in lieu thereof the words "in November, 1926".

The amendment was seconded, a majority of the Senators present voting therefor.

The amendment was then considered and agreed to, a majority of all the Senators-elect voting therefor.

Pending the order that, under rule 37, the joint resolution lie over one day, Mr. Quinlan moved that the rule be suspended and that the joint resolution be placed on its immediate passage.

The motion prevailed, two-thirds of the Senators present voting therefor. The question then being on the passage of the joint resolution, the roll was called and the Senators voted as follows:
