The special committee appointed on the part of the Senate, to act with a like committee on the part of the House, to advise the Governor that the two houses had completed their organizations and were ready to receive his message, through its chairman reported that it had performed the duty assigned it, and that the Governor would be pleased to deliver his message to the Senate and House assembled in joint convention on January 8th at one o'clock, p. m. The report was accepted and the committee discharged.

Motions and Resolutions.

Mr. Young moved that when the Senate adjourns today it stands adjourned until Thursday, January 8, at 12:45 o'clock p. m.

The motion prevailed.

Mr. Gettel moved that the Senate adjourn.

The motion prevailed, the time being 5:00 o'clock p. m.

Accordingly, and in pursuance of the order previously made, the President declared the Senate adjourned until Thursday, January 8, 1925, at 12:45 o'clock p. m.

The Senate met pursuant to adjournment and was called to order by the President.

Religious exercises were conducted by Rev. G. W. Simon of the First Presbyterian Church of Lansing.

The roll of the Senate was called by the Secretary.

Present: Senators Atwood, Baxter, Bohn, Brower, Butler, Bernie L. Case, William L. Case, Condon, Cummings, Gansser, Gettel, Greene, Herald, Herrick, Hinkley, Horton, Howarth, Karcher, Leland, Martin, Pearson, Penney, Quinlan, Truettner, Whiteley, Wilcox, Wood, Young.-28; a quorum.

Absent without leave: Senators Bahorski, Hunter, and Woodruff.-3.

Mr. Wood moved that the absentees without leave be excused from today's session.

The motion prevailed.

Motions and Resolutions.

Mr. Bohn offered the following concurrent resolution:
Senate concurrent resolution No. 4.

Providing for adjournment of the Legislature for more than three days.

Resolved by the Senate (the House of Representatives concurring), That when the two houses of the Legislature adjourn January 8, 1925, they stand adjourned until Tuesday, January 13, 1925, at five o'clock p. m., eastern standard time. Pending the order that, under rule 59, the concurrent resolution lie over one day,

Mr. Bohn moved that rule 59 be suspended.

The motion prevailed.

The Concurrent resolution was then considered and adopted.

Mr. Hunter entered the Senate and took his seat.

Joint Convention.

The Sergeant-at-Arms announced a Committee of the House, who reported that the House was in waiting and ready to meet the Senate in joint convention to receive the inaugural message of Governor Alexander J. Groesbeck.

The President announced that the hour had arrived for the meeting of the two houses in joint convention to listen to the inaugural message of Governor Alexander J. Groesbeck, as determined by concurrent resolution.

Mr. Howarth moved that the Senate proceed to the Hall of the House of Representatives, to meet the House in joint convention.

The motion prevailed, the time being 1:00 p. m.

The Senate returned to the Senate Chamber at 2.00 o'clock p. m. and was called to order by the President.

A quorum of the Senate was present.

The President announced that the Senate had met the House in joint convention and had listened to the inaugural message of Governor Alexander J. Groesbeck.

Mr. Baxter moved to take from the table

Introduction of Bills.

Mr. Baxter introduced

Senate bill No. 8, entitled

A bill to prescribe a privilege tax for the use of the public highways by owners or drivers of motor vehicles by imposing a specific tax upon the sale, within the State of Michigan, of Motor vehicle fuels as defined herein, prescribing the manner and time of paying and collecting such tax and the duties of officials and other persons respecting such payment and collection; providing for the registration of dealers as defined herein; providing for certain exemptions and refunds, and for the disposition of the proceeds of such tax; and prescribing penalties for violations of this act.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Taxation.

Mr. Baxter also introduced

Senate bill No. 9, entitled

A bill to provide for the registration, identification and regulation of motor vehicles and trailers attached thereto, operated upon the public highways of this State, and of the operators of such vehicles, and to provide for levying specific taxes and fees upon such vehicles so operated, and to provide for the disposition of such taxes and fees; to exempt from certain other taxation certain motor vehicles so specifically taxed and regulated; to create the State Highway fund and to make appropriations thereto and therefrom; to provide penalties for violations of the provisions hereof; and to repeal Act No. 302 of the Public Acts of 1915, being sections 4797 to 4832 of the Compiled Laws of 1915, as amended, and all other acts or parts of acts inconsistent herewith or contrary hereto.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Taxation.

Mr. B. L. Case introduced

Senate bill No. 10, entitled

A bill to amend section 11 of chapter 54 of Act No. 314 of the Public Acts of 1915, "The Judicature Act of 1915," being section 13855 of the Compiled Laws of 1915.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Judiciary.

Law Clerk of the Senate.

Mr. Condon submitted the following report: The Committee on Judiciary respectfully recommends the appointment of Duane H. Mosier as Clerk of the Committee on Judiciary and Law Clerk of the Senate. GEORGE M. CONDON,

Mr. Hunter moved that Duane H. Mosier be and is hereby appointed Clerk of the Committee on Judiciary and Law Clerk of the Senate as recommended by the Committee.

Messages from the House.

A message was received from the House of Representatives informing the Senate that the House had concurred in the adoption of

Senate concurrent resolution No. 4.

Providing for adjournment of the Legislature for more than three days.
The concurrent resolution was referred to the Secretary for record.

Senator Quinlan asked and was granted leave of absence from Tuesday's and Wednesday's sessions.

Senator Brower asked and was granted an indefinite leave of absence.
