A message was received from the House of Representatives transmitting House bill No. 74 (file No. 129), entitled

A bill to make appropriations for the Michigan College of Mines for the fiscal years ending June 30, 1926, and June 30, 1927, for maintenance and operation. The message informed the Senate that the House of Representatives had passed the bill and had ordered that it take immediate effect, in which, action the concurrence of the Senate was requested.

The bill was read a first and second time by its title and referred to the Committee on Michigan College of Mines.

A bill to authorize boards of supervisors to make appropriations, to subsidize private institutions or agencies functioning within the State of Michigan for the benefit of various classes of people needing special care, training or treatment. The message informed the Senate that the House of Representatives had passed the bill, in which action the concurrence of the Senate was requested. The bill was read a first and second time by its title and referred to the Committee on Towns and Counties.

A message was received from the House of Representatives transmitting House bill No. 248 (file No. 120), entitled

A bill to provide for the protection of game and birds, to regulate the taking, possession, use and transportation of same, to prohibit the sale thereof, to regulate the manner of hunting, pursuing and killing game or birds, to provide a penalty for the violation of any of the provisions of this act.

The message informed the Senate that the House of Representatives had passed the bill, in which action the concurrence of the Senate was requested. The bill was read a first and second time by its title and referred to the ComImittee on Conservation.

A bill to make appropriations for the State Industrial Home for Girls for the fiscal years ending June 30, 1926, and June 30, 1927, for maintenance and operation.

A bill to amend section 1 of Act No. 223 of the Public Acts of 1863, entitled "An act to provide for the weight per bushel, of certain grain, dried fruit, coal, vegetables and products," the same being section 6247 of the Compiled Laws of 1915.

The message informed the Senate that the House of Representatives had passed the bill, in which action the concurrence of the Senate was requested. The bill was read a first and second time by its title and referred to the Committee on Agriculture.

A message was received from the House of Representatives transmitting
House bill No. 311 (file No. 126), entitled

A bill to amend section 4 of Act No. 181 of the Public Acts of 1919, entitled "An act to provide for the prevention and suppression of contagious, infectious and communicable diseases of live stock; to provide for the creation of a department of animal industry of the State of Michigan; to authorize and require the appointment of a State Commissioner of Animal Industry, of two advisory commissioners and of a State Veterinarian; to prescribe the powers and duties of said officers, and to repeal all acts or parts of acts contravening the provisions of this act," approved May 2, 1919, as amended by Act No. 286 of the Public Acts of 1921, and further amended by Act No. 9 of the Public Acts, First Special Session of 1921, and further amended by Act No. 89 of the Public Acts of 1923.

The message informed the Senate that the House of Representatives had passed the bill, in which action the concurrence of the Senate was requested. The bill was read a first and second time by its title and referred to the Committee on Agriculture.

Senate bill No. 226, entitled

A bill to amend section 26 of Act No. 113 of the Public Acts of 1909, entitled "An act regulating steam vessels and vessels operated by machinery, navigating the waters within the jurisdiction of this State, excepting vessels which are subject to inspection under the laws of the United States, and providing penalties for the violation hereof, and to declare waters navigated by such vessels public and navigable waters of the State of Michigan," being section 5402 of the Compiled Laws of 1915.

The bill was read a first and second time by its title, ordered printed, and referred to the Committeee on Transportation.

Mr. Martin introduced
Senate bill No. 227, entitled

A bill to amend section 2 of Act No. 126 of the Public Acts of 1921, entitled "An act to regulate the use of the public streets and highways of the State by certain vehicles, to require such vehicles to display lights during the period from one hour after sunset to one hour before sunrise, and to provide a penalty for the violation thereof," approved May 6, 1921.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Transportation.

Mr. Young introduced

Senate bill No. 228, entitled

A bill to create a district or refuge in Ingham County to be known as "Pine Lake Wild Life Sanctuary" in which it shall be unlawful to kill, catch, or destroy any wild game animals, wild game or song birds, their offspring or eggs, and to protect fish in any breeding ponds that may be constructed for that purpose and to provide a penalty for the violation thereof.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Conservation.

Senate bill No. 151 (file No. 124), entitled

A bill to amend section 87 of Act No. 206 of the Public Acts of 1893, entitled "An act to provide for the assessment of property and the levy and collection of taxes thereon and for the collection of taxes heretofore and hereafter levied; making such taxes a lien on the land taxed, establishing and continuing such lien, providing for the sale and conveyance of lands delinquent for taxes and for the inspection and disposition of lands bid off to the State and not redeemed or purchased; and to repeal Act No. 200 of the Public Acts of 1891 and all other acts and parts of acts in anywise contravening any of the provisions of this act," the same being section 4085 of the Compiled Laws of 1915.

The question being on the passage of the bill, the roll was called and the Senators voted as follows:

A bill to amend section 4 of Act No. 65 of the Public Acts of 1909, as amended, entitled "An act to provide for the payment of tuition in and transportation to another district, of children who have completed the eighth grade in any school district; and to repeal Act No. 190 of the Public Acts of 1903, and all other acts and parts of acts in anywise contravening the provisions of this act;" being section 5833 of the Compiled Laws of 1915.

Motions and Resolutions.

Mr. Pearson moved that a respectful message be sent to the House, asking the return to the Senate of

House bill No. 48 (file No. 61), entitled

A bill to authorize rural agricultural school districts to borrow and issue bonds therefor.

The motion prevailed.

General Orders.

Senate blil No. 10 (file No. 181), entitled

Mr. Gansser moved that the Senate resolve itself into Committee of the Whole for consideration of the general orders.

The motion prevailed and the President designated Mr. Gansser as chairman. Accordingly the Senate resolved itself into Committee of the Whole, with Mr. Gansser in the chair.

After some time spent therein the committee rose; and, the President having resumed the chair, the committee, through its chairman, reported back to the Senate, favorably and without amendment, the following entitled bills: Senate bill No. 79 (file No. 185), entitled

A bill to fix standard grades for potatoes, to regulate the packing and sale

thereof, to provide for inspection, and to provide penalties for violation. Senate bill No. 120 (file No. 193), entitled

A bill to amend section 18 of Act No. 188 of the Public Acts of 1899, entitled "An act to provide for the taxation of inheritances, transfers of property by will, transfer of property by the intestate laws of this State, or transfers or property by deed, grant, bargain, sale or gift, made in contemplation of the death of the grantor, vendor or donor, or intended to take effect in possession or enjoyment at or after such death," being section 14541 of the Compiled Laws of 1915. Senate bill No. 26 (file No. 27), entitled

A bill to amend section 31 of chapter 18 of Act No. 314 of the Public Acts of 1915, "The Judicature Act of 1915," being section 12603 of the Compiled Laws of 1915.

Senate bill No. 165 (file No. 146), entitled

A bill to provide for the establishment of commercial forest reserves and for the administration and taxation of the same.

The bill were placed on the order of Third Reading of Bills.

The Committee of the Whole, through its Chairman, reported back to the Senate, favorably and with amendment the following entitled bill:

Senate bill No. 10 (file No. 181), entitled

A bill to amend section 11 of chapter 54 of Act No. 314 of the Public Acts of 1915, "The Judicature Act of 1915," being section 13855 of the Compiled Laws of 1915.

The following is the amendment recommended by the Committee of the Whole: Section 1, line 7, after the word "survivor", strike out balance of section and insert in lieu thereof "and the title to said mortgage shall vest in the survivor." The Senate agreed to the amendment recommended by the Committee of the Whole and the bill as amended was placed on the order of Third Reading of Bills.

The Committee of the Whole, through its Chairman, reported back to the Senate, favorably and with amendment

Senate bill No. 180 (file No. 171), entitled

A bill to amend section 2 of Act No. 156 of the Public Acts of 1851, entitled "An act to define the powers and duties of the boards of supervisors of the several counties and to confer upon them certain local administrative and legislative powers," which would follow section 2265 of the Compiled Laws of 1915.

The following is the amendment recommended by the Committee of the Whole: Amend section 2, after "Sec. 2" in line 1, by striking out all of subdivision (a) in lines 1 to 12 inclusive and also "(b)" in line 13.

The Senate agreed to the amendment recommended by the Committee of the Whole and the bill as amended was placed on the order of Third Reading of Bills.

Mr. Gettel moved that the Senate adjourn.
The motion prevailed.

Accordingly the President declared the Senate adjourned until Tuesday, March 24, 1925, at 2:00 o'clock p. m.
