A bill to amend the title and sections 25, 29, 31 and 32 of Act No. 338 of the Public Acts of 1917, entitled as amended, "An act to prohibit the manufacture, sale, keeping for sale, giving away, bartering, furnishing, possessing, importing or transporting of any vinous, malt, brewed, fermented, spirituous or intoxicating liquors, except for medicinal, mechanical, chemical, scientific and sacramental purposes; to regulate the manufacture, sale, possession, importation and transportation thereof for such excepted purposes; to provide for the enforcement

of, and to prescribe penalties for violations of this act; to prohibit certain advertising and advertisements pertaining to the liquor traffic; to prescribe the duties of officers, and of carriers pertaining to the liquor traffic, to prescribe the rights of action, recovery of damages and rules of evidence thereunder; and to repeal all acts in conflict therewith," as amended by Act No. 53 of the Public Acts of 1919 and Acts No. 99 and 336 of the Public Acts of 1921; and to add three new sections to said act to stand as sections 31a, 31b and 31c.

A bill to amend sections 46-b and 46-c of chapter 2 of Act No. 314 of the Public Acts of 1915, entitled "An act to revise and consolidate the statutes relating to the organization and jurisdiction of the courts of this State; the powers and duties of such courts, and of the judges and other officers thereof; the forms of civil actions, the time within which civil actions and proceedings may be brought in said courts; pleading, evidence, practice and procedure in civil actions and proceedings in said courts; to provide remedies and penalties for the violation of certain provisions of this act; and to repeal all acts and parts of acts inconsistent with, or contravening any of the provisions of the act," said chapter being sections 12,083 to 12,228, inclusive, of the Compiled Laws of 1915, which sections were created by Act No. 200 of the Public Acts of 1917 and by Act No. 357 of the Public Acts of 1919.

The Committee on Judiciary respectfully reports back to the Senate the following entitled bill with amendments, recommending that the amendments be agreed to and that the bill, as thus amended, do pass:

House bill No. 8 (file No. 28), entitled

A bill governing appeals in the Circuit Court and Supreme Court of causes from Justices' Courts in cities of a population of three hundred thousand or more, and to provide for stenographers in said Justice Courts to prepare the record on appeal, and to repeal all acts inconsistent therewith; and to allow other cities to adopt the provisions hereof.

The following are the amendments recommended by the committee:

(1) Section 1, line 3, after the word "peace", strike out the word "shall", and insert in lieu thereof the word "may".

(2) Section 1, line 6, after the word "provided", insert "Provided further that in justice courts having more than one justice, that not to exceed three stenographers shall be appointed as provided herein."
