Petition No. 54. By Mr. Truettner. Petition of Upper Peninsula Conservation department of Michigan State Federation of Women's Clubs protesting against the starting of brush and slashing fires.

A bill to prohibit the breaking and entering, or the entering without breaking, of dwelling houses, offices, shops, stores, garages, warehouses, mills, or factories, whether occupied or unoccupied, completed, uncompleted, or under process of construction, and without intent to commit any felony therein, and the owner or occupant thereof or his or their agent or some member of his or their family not being therein and without first obtaining permission from said owner, occupant, agent or member of his or their family or person having immediate control thereof, and to provide a penalty for the violation thereof.

Senate bill No. 18 (file No. 20), entitled

A bill to amend section 1 of Act No. 266 of the Public Acts of 1917, entitled, as amended, "An act to provide for a sinking fund in certain school districts and the investment thereof and to authorize the levy of taxes to pay principal and interest of bonds issued under the provisions of Act No. 150 of the Public Acts of 1915, entitled 'An act to prescribe and limit the power of school districts having a population of more than fifteen thousand and less than one hundred thousand to borrow money and issue bonds of such district therefor, and to repeal all acts and parts of acts inconsistent herewith,' approved May 7, 1915, and to repeal all acts and parts of acts inconsistent herewith."

Senate bill No. 19 (file No. 21), entitled

A bill to authorize and direct the State Highway Commissioner to lay out and establish a trunk line highway from the intersection of Holland and Sheridan Avenues in the City of Saginaw, thence in a general southerly direction, following, so far as possible, the Genesee-Saginaw and Genesee-Shiawassee county line road and extending into Livingston County to connect with trunk line No. 16 at Howell.

Senate bill No. 21 (file No. 22), entitled

A bill to amend chapter 4 of Part 4 of Act No. 256 of the Public Acts of 1917, entitled "An act to revise, consolidate and classify the laws of the State of Michigan relating to the insurance and surety business; to regulate the incorporation of domestic insurance and surety companies and associations and the admission of foreign companies; and to provide for the departmental supervision and regulation of the insurance and surety business within this State," approved May 10, 1917, by adding thereto two new sections to be known as sections 24 and 25.

A bill to authorize and direct the State Highway Commissioner to lay out and establish a trunk line highway from Holland to Allegan to Otsego to Plainwell to Richland to Gull Lake to Stoney Lake to Battle Creek to Union City to Coldwater.

A bill to amend sections 2 and 5 of Act No. 50 of the Public Acts of 1887, entitled "An act to provide for the incorporation and regulation of certain corporations generally known as building and loan associations," being sections 9996 and 9999 of the Compiled Laws of 1915.

A bill to authorize and direct the State Highway Commissioner to lay out and construct a trunk line highway from the City of Kalamazoo southerly through Vicksburg, Mendon, Nottawa, and Sturgis to the Indiana State line.

Senate bill No. 25 (file No. 26), entitled

A bill to amend section 1 of chapter 28 and section 1 of chapter 76 of Act No. 314 of the Public Acts of 1915, entitled "An act to revise and consolidate the statutes relating to the organization and jurisdiction of the courts of this State; the powers and duties of such courts, and of the judges and other officers thereof; the forms of civil actions; the time within which civil actions and proceedings may be brought in said courts; pleading, evidence, practice and procedure in civil actions and proceedings in said courts; to provide remedies and penalties for the violation of certain provisions of this act; and to repeal all acts and parts of acts inconsistent with, or contravening any of the provisions of this act," being sections of 13122 and 14361 of the Compiled Laws of 1915.

A bill to amend section 31 of chapter 18 of Act No. 314, of the Public Acts of 1915, "The Judicature Act of 1915," being section 12603 of the Compiled Laws of 1915.

Senate bill No. 27 (file No. 28), entitled

A bill to repeal Act No. 59 of the Public Acts of 1915, entitled, as amended, "An act to provide for the construction, improvement and maintenance of highways; for the levying, spreading and collecting of taxes and of special assessments therefor; to authorize the borrowing of money and the issuance of bonds under certain restrictions, regulations, and limitations; to prescribe the powers and duties of certain officers with reference thereto; and to validate certain proceedings heretofore taken," being sections 4671 to 4745 inclusive of the Compiled Laws of 1915.

House bill No. 30 (file No. 5), entitled

A bill to amend section 27 of Act No. 279 of the Public Acts of 1909, entitled, "An act to provide for the incorporation of cities and for revising and amending their charters," same being section 3330 of the Compiled Laws of 1915, as amended by Act No. 170 of the Public Acts of 1923.

House bill No. 3 (file No. 6), entitled

A bill to regulate the stopping of motor vehicles at railroad crossings in this State, and to provide a penalty for the violation thereof.

House bill No. 4 (file No. 7), entitled

A bill to prohibit banking by other than incorporated banking companies, to require persons engaged in private banking to incorporate under the general banking laws of this State within a certain time, and to prescribe the terms and conditions under which such private bankers may so incorporate.

House bill No. 9 (file No. 8), entitled

A bill to amend section 2 of Act No. 85 of the Public Acts of 1921, entitled, "An act prescribing the fees, taxes and charges to be paid to the State by corporations doing, or seeking to do business in this State; prescribing the method and basis of computing such fees, taxes and charges; requiring certain annual reports to be filed by corporations; providing for the disposition of the moneys received under this act and prescribing penalties for non-compliance with the provisions thereof."

House bill No. 16 (file No. 9), entitled

A bill authorizing the purchase of M. A. C. Union bonds by the State Administrative Board out of the sinking funds created by and existing under the provisions of Act No. 1 of the First Extra Session, Public Acts of 1921 and Act No. 25 of the Extra Session Public Acts of 1919.

A bill to authorize and direct the State Highway Commissioner to lay out and establish a trunk line highway beginning at a point from the terminus of trunk line highway No. 68 in the township of Carp Lake, Ontonagon County, thence west to Silver City, thence south to the village of White Pine, thence south to the village of Bergland, connecting with trunk line highway No. 28 at the village of Bergland, Ontonagon County.

Senate bill No. 29 (file No. 30), entitled

A bill to amend section 4 of Act No. 85 of the Public Acts of 1921, entitled "An act prescribing the fees, taxes and charges to be paid to the State by corporations doing or seeking to do business in this State; prescribing the method and basis of computing such fees, taxes and charges, requiring certain annual reports to be filed by corporations; providing for the disposition of the moneys received under this act and prescribing penalties for non-compliance with the provisions thereof," approved April 27, 1921, as amended by Act No. 233 of the Public Acts of 1923.

House bill No. 33 (file No. 12), entitled

A bill to provide for the condemnation by the State or any subdivision thereof, or any board, commission or agency of the State or any subdivision, thereof, of private property for the use and benefit of the public and to provide for paying therefor.

House bill No. 34 (file No. 13), entitled

A bill to permit two or more counties to combine for the purpose of establishing a system of super-highways; to define the term "super-highways"; to designate the officers and their duties with respect thereto and give said counties the power to legislate for the regulation and control thereof.

House bill No. 15 (file No. 14), entitled

A bill to amend sections 2, 4, 6, 7, 8 and 34 of Act No. 302 of the Public Acts of 1915, entitled, "An act to provide for the registration, identification and regulation of motor vehicles and trailers attached thereto operated upon the public highways of this state, and of the operators of such vehicles, and to provide for levying specific taxes upon such vehicles, so operated and to provide for the disposition of such funds, and to repeal all other acts or parts of acts inconsistent herewith or contrary hereto," and to add a new section thereto to stand as section 39. The Secretary also announced that the following entitled bill, reprinted as it passed the Senate, is on file in the Document Room of the Senate:

Senate bill No. 8 (le No. 32), entitled

A bill to prescribe a privilege tax for the use of the public highways by owners or drivers of motor vehicles by imposing a specific tax upon the sale, within the State of Michigan, of gasoline as defined herein; prescribing the manner and the time of paying and collecting such tax and the duties of officials and other persons respecting such payment and collection; providing for the registration of dealers as defined herein; providing for certain exemptions and refunds, and for the dispositon of the proceeds of such tax; and prescribing penalties for violation of this act.
