PREFACE.

As many reviewers read little more than the preface of a book, the Author, in limine, begs to remind them that he is not to be credited with the various extreme views on either side of the burning questions which are discussed in the following "Outlines." He has endeavoured to do full justice to both sides impartially, putting himself into the position of an ardent advocate of the cause he is for the time supporting, and setting forth all the more important arguments, whether pro or contra a particular view, which can be advanced. His own individual preferences are, he trusts, unrecognizable; and in this respect he thinks his work will compare favourably with (for instance) the 'Handbook to Political Questions,' issued by that terribly earnest and philosophic Radical, Mr. Sydney Buxton, who is evidently at no pains-to say the least-to conceal his bias on certain subjects.

He trusts the book will prove of special value to candidates for the Army, and for Excise, Customs, and other Civil Service appointments, as well as to students generally. He hopes also that it may be of substantial service to members of debating societies and other politicians in embryo, as well as to that large class of
