To the Governor:

The undersigned respectfully submit the twenty-second annual report of the State Civil Service Commission, covering the year 1904.

The work of the Commission for the past year has added to the ever cumulating mass of evidence that proves competition to be an entirely practicable and equitable method of ascertaining the merit and fitness of candidates for public offices to which the people have not retained in their own hands the power of election, or which do not involve direct responsibility for the carrying out of policies of government or other peculiarly confidential duties.

Legislation

The law with the administration of which this Commission is charged was given its existing form in 1899. The statutory provisions affecting the civil service have not been materially changed since that date, except as they were supplemented and strengthened by the provisions of chapter 521 of the Laws of 1901, popularly known as the Higgins Law. This act is effectively operating, as promotions are made and vacancies filled, to bring about a much desired degree of uniformity in the classification and grading of clerks and other minor employees in the
