Third.-Tables of Premiums calculated on the true law of mortality, NOTICE.-The undersigned continues to devote his special

expressly for this Office, and affording particular advantages to young lives.

Fourth.-Participating and Non-participating Scales of Premiums. In the former the Assured are entitled to EIGHTY PER CENT. or FOURFIFTHS of the profits divided amongst them periodically, either by way of addition to the sum assured, or in diminution of Premium, at the option of the Assured.

WE rejoice to see the subject of improvement in the mode of preparing acts of Parliament taken up by so powerful a pen as that of Lord Brougham. Possibly, low, some attention may actually and really be paid o it.

Many people wonder how it is that acts of Parlianent are worded in language so obscure and so often ontradictory, and many more solve the difficulty by browing the whole blame upon the lawyers. "It is," hey say, "the lawyers in and out of the House who ontrive to have acts of Parliament made obscure, in rder that the Profession may profit by the litigation enerated by that very obscurity." The wonder should , on the contrary, that acts of Parliament (seeing the rocess they go through) are ever intelligible at all; and the truth is, as to the share of the lawyers in the atter, that, whether they do or do not profit by the scurity of acts of Parliament, they are so far from ing the causes of it, that to them is due the little ht which occasionally glimmers through an act. The obscurity of acts of Parliament results princilly from two causes: firstly, the structure of legisive language; secondly, the parliamentary practice of ring detached parts of a bill without reference to rest, and not subjecting the whole bill afterwards he general consideration of any skilful and respon

instead of by the simple affirmative enactment. How this came to be the pet structure of legislative language we know not, but so it is, and the consequence is, of course, a style unnecessarily involved, and carrying in itself an unnecessary principle of obscurity. To illustrate our meaning, let us take the 34th clause of the Joint-stock Companies Winding-up Amendment Act, 1849-a rather favourable specimen of the lucidity of an act-which enacts, "that, where any appeal shall be brought or rehearing moved for under the said act or this act, it shall not be incumbent on the Court before which such appeal is brought or rehearing moved for to reverse the order or other proceeding complained of for want of form only, nor unless such Court be of opinion that the substantial merits of the case require such reversal."

Now, this is not unintelligible, but it would be of much more complete clearness if it stated positively, instead of negatively, what is meant. What is meant is, that defect of form shall not of itself vitiate an order; and that, on appeal, the Court may disregard any defect of form, and reverse or sustain the order, according to the substantial merits of the case.

Again, take the 6th clause, which is, in part, as follows:-"That, notwithstanding the provision in the said act contained for empowering the Court to allow, increase, or diminish from time to time the salary or remuneration of the official manager, it shall be lawful for the Master to exercise the said powers and discretions so given to the Court, and that whether as respects any official manager already appointed or hereafter to be appointed."

The principle of the structure of legislative language I be perceived, by any one who will take the pains xamine a few acts, to be to adopt always the most erted form of phrase that the subject will admit of, Now, it is impossible to say, and that merely by reato proceed always, if possible, by way of negation son of the complex style of the Legislature, whether he opposite of the affirmative enactment intended, I this means to give to the Master a power everriding VOL.
