Mr. Brower submitted the following report:

The Committee on Finance and Appropriations respectfully reports back to the Senate the following entitled bill with amendments, recommending that the amendments be agreed to and that the bill, as thus amended, do pass:

Senate bill No. 37, entitled

A bill to make appropriations for the Michigan State Board of Examiners for Registration of Architects, Engineers and Surveyors for the fiscal years ending June 30, 1924, and June 30, 1925, for maintenance, operation and other purposes. The following are the amendments recommended by the committee:

(1)

Section 1, strike out line 4 and insert in lieu thereof "six thousand nine hundred seventy-five dollars".

(2) Section 1, strike out the words "seven thousand four hundred and seventyfive dollars" in line 6 and insert in lieu thereof the words "six thousand nine hundred seventy-five dollars".

(3) Section 1, strike out line 16 and insert in lieu thereof the following: "Traveling expense.. ..$500.00 $500.00". (4)

Section 1, strike out line 19 and insert in lieu thereof the following: "Totals........$6,975.00 $6,975.00". (5) Section 1, strike out all after the word "stated" in line 21. BURNEY E. BROWER,

(2) Section 1, strike out line 7 and insert in lieu thereof the words "twenty-one thousand nine hundred thirty dollars".

(3) Section 1, strike out lines 12 to 20 inclusive and insert in lieu thereof the following:

Senate bill No. 157, entitled

A bill to amend section 1 of Act No. 146 of the Public Acts of 1917, entitled "An act to authorize and empower boards of education in certain school districts of this State to provide for the establishing and offering of advanced courses of study to high school graduates, and to provide for the regulation thereof," approved April 25, 1917.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Education.

Mr. Smith also introduced

Senate bill No. 158, entitled

A bill to amend sections 14 and 31 of chapter 4 of Part III of Act No. 256 of the Public Acts of 1917, entitled "An act to revise, consolidate and classify the laws of the State of Michigan relating to the insurance and surety business; to regulate the incorporation of domestic insurance and surety companies and associations and the admission of foreign companies; and to provide for the departmental supervision and regulation of the insurance and surety business within this State," approved May 10, 1917, and to add three new sections to said chapter to stand as sections 14-a, 14-b and 14-c.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Insurance.

A bill to establish uniform time in the State of Michigan, and to repeal all acts or parts of acts inconsistent herewith.

Mr. Karcher introduced

Senate bill No. 160, entitled

A bill to authorize and direct the State Highway Commissioner to lay out and establish a trunk line highway from a point on trunk line 11 at the town of Acme in Grand Traverse County; thence running in an easterly direction through Kalkaska, Grayling and Mio to Harrisville, Alcona County.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Highways.

Mr. Karcher also introduced

Senate bill No. 161, entitled

A bill to amend section 2 of Act No. 334 of the Public Acts of 1913, entitled "An act to provide for the establishment, survey, improvement and maintenance of State reward trunk line highways, to provide for the payment of triple State reward thereon, to define the duties of State, county, good roads district and township officers in regard thereto, and to appropriate funds to carry out the provisions thereof," being section 4852 of the Compiled Laws of 1915, as last amended by Act No. 210 of the Public Acts of 1921.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Highways.

Senate bill No. 162, entitled

A bill to make appropriations for the Department of Conservation for the fiscal years ending June 30, 1924, and June 30, 1925, for maintenance, operation and other purposes.

The bill was read a first and second time by its title, and referred to the Committee on Conservation.

Mr. Atwood introduced

Senate bill No. 163, entitled

A bill to declare deadhead logs in the lakes and streams of this State abandoned property.

The bill was read a first and second time by its title, and referred to the Committee on State Affairs.

Mr. MacNaughton introduced

Senate bill No. 164, entitled

A bill to amend sections 5, 12 and 13 of Act No. 117 of the Public Acts of 1921, entitled "An act to provide for the protection of game and birds, to regulate the taking, possession, use and transportation of the same, to prohibit the sale thereof, to regulate the manner of hunting, pursuing and killing game or birds, to provide a penalty for the violation of any of the provisions of this act," approved May 5, 1921.

The bill was read a first and second time by its title, and referred to the Committee on Conservation.

Third Reading of Bills.

The following entitled bill was read a third time:
Senate bill No. 118 (file No. 89), entitled

A bill to amend section 7 of Act No. 168 of the Public Acts of 1913, entitled "An act to provide for a State superintendent of weights and measures, State, county and city sealers and inspection of weights and measures, prescribing their powers and duties, providing penalties for fraud and deception in the use of false weights and measures and confiscation thereof, and repealing sections 4882 to 4897, inclusive, of the Compiled Laws of 1897," being section 6240 of the Compiled Laws of 1915.

Pending the taking of the vote on the passage of the bill,

Mr. Gettel offered the following amendment:

Section 7, line 9, after the word "and", strike out "measure" and insert in lieu thereof "measures".

The amendment was seconded, a majority of the Senators present voting therefor.

The amendment was then considered and agreed to, a majority of all the Senators-elect voting therefor.

Pending the order that, under rule 37, the bill lie over one day,

Mr. Gettel moved that the rule be suspended and that the bill be placed on its immediate passage.

The motion prevailed, two-thirds of the Senators present voting therefor. The question then being on the passage of the bill, the roll was called and the Senators voted as follows:

Leave of Absence.
