JOURNAL OF THE SENATE

Senate Chamber,

Lansing, Tuesday, January 16, 1923. 4:00 o'clock p. m.

The Senate met pursuant to adjournment and was called to order by the Presi dent.

Religious exercises were conducted by Rev. J. H. Balfour, pastor of the North Baptist Church of Lansing.

The roll of the Senate was called by the Secretary.

Present: Senators Bahorski, Brower, Bernie L. Case, William L. Case, Condon, Connelly, Eldred, Gansser, Henry, Horton, Hunter, Johnson, Leland, MacNaughton, Riopelle, Ross, Sligh, Whiteley, Wood-19; a quorum.

Absent with leave: Senators Bohn, Gettel, Glaspie, Osborn, Pearson, Penney Smith, Truettner, Wilcox and Young-10.

Absent without leave:

Senators Atwood, Hayes and Karcher-3.

Mr. Wood moved that the absentees without leave be excused from today's session.

The motion prevailed.

Presentation of Petitions.

Petition No. 1. By Mr. Connelly. Petition of the Board of Supervisors of Ottawa County, favoring the repeal of the "bounty law."

The petition was referred to the Committee on Conservation.

Petition No. 2. By Mr. Connelly. Petition of the Board of Supervisors of Ottawa County favoring a tax on gasoline.

The petition was referred to the Committee on Highways.

Petition No. 3. By Mr. Connelly. Petition of the Board of Supervisors of Ottawa County, requesting the amendment of the present law so that members of the county board of school examiners and any clerks appointed by the county school commissioner shall be required to submit all bills for compensation and expenses incurred by them to the board of supervisors.

The petition was referred to the Committee on State Affairs.

Petition No. 4. By Mr. Connelly. Petition of the Board of Supervisors of Ottawa County, favoring taxation of all securities now exempt from taxation. The petition was referred to the Committee on Taxation.

Petition No. 5. By Mr. Connelly. Petition of the Board of Supervisors of Ottawa County opposing the creation of a State drainage department.

The petition was referred to the Committee on Drainage.

The Secretary announced the printing of the following entitled bills and that the said printed bills were placed on file in the Document Room of the Senate January 12, 1923:

To amend section 52 of chapter 1 of Act No. 314 of the P. A. of 1915-requiring attorneys to file with Clerk of Supreme Court certified copy of order admitting him to practice.

Senate Bill No. 11 (file No. 9),

Declaring every child to be the legitimate child of its natural parents, etc.

The Secretary announced the printing of the following entitled joint resolution and that said printed joint resolution was placed on file in the Document Room of the Senate January 16, 1923:

Joint Resolution No. 1 (file No. 10),

Proposing an amendment to section 7 of Article VIII of the Constitution, relative to limited home rule in the form of government for counties.

The Secretary also announced the printing of the following entitled bills and that the said printed bills were placed on file in the Document Room of the Senate anuary 16, 1923:

To amend section 1 of Act No. 213 of the P. A. of 1915-relative to election of residing circuit judge.

A bill to make appropriations for the Executive Office for the fiscal years ending June 30, 1924, and June 30, 1925, for maintenance, operation and other purposes.

Senate bill No. 29, entitled

A bill to make appropriations for the State Administrative Board for the fiscal years ending June 30, 1924, and June 30, 1925, for maintenance, operation and other purposes.

Senate bill No. 30, entitled

A bill to provide a poll tax upon all male inhabitants of this State between certain ages, to provide for the collection of the same, and to repeal all acts or parts of acts inconsistent with the provisions of this act.

A bill to amend section 9 of Act No. 392 of the Local Acts of 1891, entitled "An act to provide salary of and for appointment of clerks for the circuit court commissioners of Wayne county," approved July 2, 1891, as added by Act No. 449 of the Local Acts of 1907, approved March 27, 1907.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Judiciary.

Mr. Hunter introduced

Senate bill No. 32, entitled

A bill to make appropriations for the Board of Osteopathic Registration for the fiscal years ending June 30, 1924, and June 30, 1925, for maintenance, operation and other purposes.

The bill was read a first and second time by its title, and referred to the Committee on Public Health.

Mr. Condon introduced

Senate bill No. 33, entitled

A bill to amend section 4 of Act. No. 205 of the Public Acts of 1887, entitled "An act to revise the laws authorizing the business of banking, and to establish a banking department for the supervision of such business," being section 7970 of the Compiled Laws of 1915, as amended, and to add a new section to said act to stand as section 68.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Banks and Corporations.

Mr. Condon also introduced

Senate bill No. 34, entitled

A bill to amend section 9 of chapter 18 of Act No. 314 of the Public Acts of 1915, "The Judicature Act of 1915," being section 12581 of the Compiled Laws of 1915.
