A message was received from the House of Representatives returning A bill to amend section 40 of Act No. 183 of the Public Acts of 1897, entitled "An act to provide for the appointment and to fix the term of office, duties and compensation of circuit court stenographers in the State of Michigan," being section 14507 of the Compiled Laws of 1915, as amended by Act No. 231 of the Public Acts of 1919. The message informed the Senate that the House has amended the bill as follows: Amend by striking out of line 2, section 40, the word "eighteen" and inserting in lieu thereof the word "sixteen." The message further informed the Senate that, as thus amended, the House had passed the bill. A message was received from the House of Representatives returning A bill to amend the title and sections 1, 5 and 6 of Act No. 6 of the Public Acts of 1907, Extra Session, entitled "An act to define and to regulate the treatment and control of dependent, neglected and delinquent children, to prescribe the jurisdiction of the probate court, and the powers, duties and compensation of the probate judge and the probate register with regard thereto; to provide for the appointment of county agents, register of the juvenile division and probation officers, and to prescribe their powers, duties and compensation and to provide for the granting of rehearings and modifications of orders, sentences and decrees of said court," being sections 2011, 2015 and 2016 of the Compiled Laws of 1915, as amended by Act No. 16 of the Public Acts of 1921, First Extra Session, and Act No. 24 of the Public Acts of 1921, First Extra Session. A message was received from the House of Representatives transmitting A joint resolution proposing an amendment to section 14 of article XI of the Constitution of the State of Michigan, relative to the disposition of fines assessed and collected in the several counties, cities and townships for any breach of the penal laws. The message informed the Senate that the House of Representatives has passed the joint resolution. The joint resolution was read a first and second time by its title and referred to the Committee on Education. A message was received from the House of Representatives transmitting A bill to amend section 1 of Act No. 232 of the Public Acts of 1901, entitled "An act to extend aid to the Michigan Agricultural College," being section 1257 of the Compiled Laws of 1915. The message informed the Senate that the House of Representatives has passed the bill and has ordered that it take immediate effect. The bill was read a first and second time by its title and referred to the ComInittee on Michigan Agricultural College. A message was received from the House of Representatives transmitting A bill to amend sections 2-a and 2-b of chapter 5 of Act No. 283 of the Public Acts of 1909, as amended, entitled "An act to revise and consolidate and add to the law relating to the establishment, opening, improvement, maintenance and use of the public highways and private roads, condemnation of property and gravel therefor; the building, repairing and preservation of bridges; setting and protecting shade trees, drainage, cutting weeds and brush within this State, and providing for the election and defining the powers, duties and compensation of State, county, township and district highway officials," and adding thereto two new sections following section 2-b of chapter 5 thereof to stand as sections 2-c and 2-d. The message informed the Senate that the House of Representatives has passed the bill. The bill was read a first and second time by its title and referred to the Committee on Highways. A message was received from the House of Representatives transmitting A bill to change the name of the village of Rogers in Presque Isle county. Mr. Condon requested that the following entitled bill be printed: A bill to provide for the licensing of row boats and other hand propelled boats and water craft and all power boats owned, operated and maintained for hire in the lakes and streams within the jurisdiction of the State of Michigan, and to provide for the issuance of licenses and collection of fees therefor, and to authorize and regulate the disbursement of fees collected, and to provide a penalty for violation thereof.
