Introduction of Bills.

Mr. Condon introduced

Senate bill No. 63, entitled

A bill to amend section 62 of chapter 18 of Act No. 314 of the Public Acts of 1915, "The Judicature Act of 1915," being section 12634 of the Compiled Laws of 1915.

The bill was read a first and second time by its title, ordered printed and referred to the Committee on Judiciary.

Mr. Condon also introduced

Senate bill No. 64, entitled

A bill to amend section 11 of Act No. 326 of the Public Acts of 1913, entitled "An act to provide for the leasing, control and taxation of certain lands owned and controlled by the State, and the improvements thereon; providing penalties for the violation of certain provisions thereof and repealing Act No. 215 of the Public Acts of 1909, and all other acts and parts of acts inconsistent herewith," being section 616 of the Compiled Laws of 1915, as last amended by Act No. 382 of the Public Acts of 1921.

The bill was read a first and second time by its title, ordered printed and referred to the Committee on Conservation.

Senate bill No. 65, entitled

A bill to control the possession, sale and use of pistols, revolvers, and guns; to provide penalties and punishment for the unlawful use thereof, and for other purposes.

Mr. Atwood introduced

Senate bill No. 66, entitled

A bill imposing a State tax on gasoline and on all other liquids containing any derivative of petroleum or natural gas, produced, prepared or compounded or usable for the purpose of generating power by means of internal combustion except kerosene oil and sold in this State, except for the purpose of resale; providing for the collection of such tax and for the distribution and use of the revenues derived therefrom; making an appropriation, and fixing penalties.

The bill was read a first and second time by its title, ordered printed and referred to the Committee on Taxation.

Senate bill No. 67, entitled

A bill to make appropriations for the Board of Registration in Medicine for the fiscal years ending June 30, 1924, and June 30, 1925, for maintenance, operation and other purposes.

Mr. Brower introduced

Senate bill No. 69, entitled

A bill to amend sections 1, 2, 3, 4, 7, 8, 9, 10, 11, 12, 13 of chapter 4, part 1 of Act No. 256 of the Public Acts of 1917, entitled "An act to revise, consolidate and classify the laws of the State of Michigan relating to the insurance and surety business; to regulate the incorporation of domestic insurance and surety companies and associations and the admission of foreign companies; and to provide for the departmental supervision and regulation of the insurance and surety business within this State," and to add a new section thereto to stand as section 4-a.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Insurance.

Mr. Pearson entered the Senate Chamber and took his seat.

Third Reading of Bills.

The following entitled bill was read a third time:

Senate bill No. 12 (file No. 11), entitled:

A bill to amend section 1 of Act No. 213 of the Public Acts of 1915, entitled "An act to provide for a presiding circuit judge and for the manner of his selection, to prescribe his powers and duties and to defray the expenses incident thereto," being section 14546 of the Compiled Laws of 1915.

The question being on the passage of the bill, the roll was called and the Senators voted as follows:

So, a majority of all the Senators-elect having voted therefor,

The bill was passed.

The Senate agreed to the title of the bill.

Motions and Resolutions.

Mr. Wood offered the following resolution:
Senate resolution No. 24.

Resolved, That the chief proof-reader shall be the printing clerk of the Senate and the clerk of the committee on Finance and Appropriations shall be the appropriations clerk of the Senate; and that, during the present regular session of the Legislature, the said printing clerk and the appropriations clerk shall each receive compensation, from and including January 24, at the rate of seven dollars per diem, to be computed and paid as is the compensation of other Senate employees The resolution was adopted.

Mr. Connelly offered the following concurrent resolution:

Senate concurrent resolution No. 7.

Resolved by the Senate (the House of Representatives concurring), That when the Legislature adjourns on Thursday, January 25, it stand adjourned until Tuesday, January 30, at 4:00 o'clock p. m.

Pending the order that, under rule 59, the concurrent resolution lie over one day,

Mr. Connelly moved that rule 59 be suspended.

The motion prevailed.

The concurrent resolution was then considered and adopted.

General Orders.

Mr. Wood moved that the Senate resolve itself into Committee of the Whole for consideration of the general orders.

The motion prevailed and the President designated Mr. Wood as chairman. Accordingly the Senate resolved itself into Committee of the Whole, with Mr. Wood in the chair.

After some time spent therein the committee rose; and, the President having resumed the chair, the committee, through its chairman, reported back to the Senate, favorably and without amendment, the following entitled bill:

Senate bill No. 26 (file No. 15), entitled:

A bill to amend section 1 of Act No. 271 of the Public Acts of 1919, entitled "An act to punish the giving of checks, drafts or orders on any bank or other depository, wherein the person so giving such check or draft, shall not have sufficient funds or credit for the payment of the same," approved May 13, 1919. The bill was placed on the order of Third Reading of Bills.

Senator Wood asked and was granted leave of absence from tomorrow's session.

Mr. Connelly moved that the Senate adjourn.

The motion prevailed, the time being 3:08 o'clock p. m.

Accordingly, the President declared the Senate adjourned until tomorrow, Thursday, January 25, at 2:00 o'clock p. m.

The Senate met pursuant to adjournment and was called to order by the President.

Religious exercises were conducted by Rev. Fr. J. W. O'Rafferty of St. Mary's Catholic Church of Lansing.

The roll of the Senate was called by the Secretary.

Petition No. 36.

The petition was referred to the Committee on Taxation.

Petition No. 37. By Mr. Hayes. Petition of the Highland Park Woman's Club by Mrs. R. C. Wessels, endorsing the miners' steady employment plan.

The petition was referred to the Committee on State Affairs.

Petition No. 38. By Mr. Bohn. Petition of William J. Miller and 4 others, citizens of Delta County, opposing the present policies of the Department of Conservation.

The petition was referred to the Committee on Conservation.

Petition No. 39. By Mr. Bohn. Petition of William J. Miller and 4 others, citizens of Delta County, favoring a more equitable apportionment of the primary school fund money to the schools of the state.

The petition was referred to the Committee on Education.

Reports of Standing Committees.

A bill to prohibit the wilful disturbance of any religious assembly of worshipers of God, or the exhibiting in any public hall or theater of pictures in derision or mockery of the dress, garb or ceremonial actions of any bishop, priest, minister, elder or other religious worker, and providing punishment therefor. The following is the amendment recommended by the committee: Section 1, line 8, after the word "of" strike out "furnishing entertainment, caus ing laughter, merriment,". GEO. M. CONDON,

The following are the amendments recommended by the committee:

Section 59, line 7, after the words "Attorney General", insert "upon request of any court of competent jurisdiction."

Section 60, line 7, strike out the first word "with" and insert in lieu thereof the word "of."

Section 3, strike cut lines 6 and 7 and the words "be likewise so marked" in line 8.

Section 3, line 9, after the word "originals" strike out the remainder of line 9, all of lines 10 and 11.
