Religious exercises were conducted by Rev. Thomas Brownlow of the Michigan Avenue Methodist Church of Lansing. The roll of the Senate was called by the Secretary. House bill No. 85 (file No. 11) Imposing a State tax on gasoline and on all other liquids containing any derivative of petroleum or natural gas. Messages From the House. A message was received from the House of Representatives transmitting A bill to amend the title and section 1 of Act No. 246 of the Public Acts of 1907, entitled "An act making it a misdemeanor to throw any stone, brick or other missile at any passenger train, sleeping car, passenger coach, express car, mail car. baggage car, or any street or trolley car, and providing a penalty therefor," being section 8448, Compiled Laws 1915. The message informed the Senate that the House of Representatives had passed the bill. The bill was read a first and second time by its title and referred to the Committee on Judiciary. Introduction of Bills. Mr. Wood introduced Senate joint resolution No. 2, entitled A joint resolution proposing an amendment to Article XVI of the Constitution, by adding a new section thereto to stand as section 12 of said article, providing for a death penalty in certain cases. The joint resolution was read a first and second time by its title, ordered printed, and referred to the Committee on Judiciary. Mr. Wood also introduced Senate bill No. 74, entitled A bill to provide certain requirements in written instruments conveying or mortgaging real estate or any interest therein, and to provide for the recording thereof and fees therefor in certain cases. Mr. Bahorski introduced Senate bill No. 75, entitled A bill to authorize and empower counties within the State of Michigan by and through their administrative boards or bodies to take and appropriate private property for public use, to establish a procedure and method for determining the necessity for such taking, and to provide for the payment of a just compensation therefor. The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Counties and Townships. Mr. Riopelle introduced Senate bill No. 76, entitled A bill to authorize the incorporation of credit unions, to prescribe their powers and purposes, and for the supervision of corporations formed hereunder. The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Banks and Corporations. Mr. Bohn introduced Senate bill No. 77, entitled A bill authorizing the Auditor General to cancel the taxes of the years 1885 and 1886 on all descriptions of land on which the taxes remain unpaid. The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Taxation. Mr. Bohn also introduced Senate bill No. 78, entitled A bill to amend section 9 of Act No. 302 of the Public Acts of 1915, entitled, as amended, “An act to provide for the registration, identification and regulation of motor vehicles and trailers attached thereto operated upon the public highways of this State, and of the operators of such vehicles, and to provide for levying specific taxes upon such vehicles so operated, and to provide for the disposition of such funds and to exempt from all other taxation such motor vehicles so specifically taxed, registered, identified, and regulated, and to repeal all other acts or parts of acts inconsistent herewith or contrary hereto," being section 4805 of the Compiled Laws of 1915, as amended by Act No. 383 of the Public Acts of 1919. Mr. MacNaughton introduced Senate bill No. 79, entitled A bill to amend section 1 of Act No. 22 of the Public Acts of the extra session of 1919, entitled "An act to provide for the appointment of county agents of the State Board of Corrections and Charities; to prescribe the powers, duties and compensation thereof; and to provide for the repeal of all acts and parts of acts inconsistent with the provisions hereof," as amended by Act No. 25 of the Public Ac's of the first extra session of 1921. Mr. Condon introduced Serate bill No. 80, entitled A bill to prevent and punish the desecration, mutilation or improper use of the flag of the United States of America, and of this State, and of any flag, standard, color, ensign or shield authorized by law, and to repeal Act No. 98 of the Public Acts of 1901. entitled "An act to prevent and punish the desecration of the flag of the United States," being sections 15566, 15567, 15568, and 15569 of the Compiled Laws of 1915. |
