Is your road willing to haul coal that comes from other roads and prorate the freight, the charge for the entire haul to be fixed by the road upon which the coal is mined, provided other roads will treat your road in like manner? We accept coal coming from other roads at agreed divisions. We would not be willing to allow the other roads to make rates over our road, as it would be ruinous to the mines located on the Cincinnati Southern Railroad, and especially those in the State of Kentucky, none of which mines have an opportunity of marketing coal on the roads with which we connect.
