In retrospection upon the operations of your organization, I venture the remark that whatever opposition to Civil Service Reform may still exist in Milwaukee, no evidence of it is to be traced now among the heads of departments with whom the undersigned has official communication; you may be congratulated upon the fact, that all departments now show by prompt and cordial co-operation their appreciation of their delivery from the vampire that formerly haunted them by night and day, waylaid them at every step, prevented their application to their legitimate duties and threatened them with nothing less than capital punishment, in a political sense of the word, if they dared to discharge a lazy and incapable subordinate official, a drunken or riotous street laborer who would not submit to reasonable discipline, or a superintendent of labor with a political "backing" who would insist upon ignoring, evading or violating the orders of his superiors.

This application must be filled out by the applicant in his own hand-
writing, properly dated, and must be signed and sworn to by him.
This application must be accompanied by the certificates of not less
than three reputable citizens of Milwaukee, who must be freeholders

therein, not holding any city, county or state office, each stating that he has been personally acquainted with the applicant for at least three years last past and believes him to be of good moral character, of correct and orderly deportment, of temperate and industrious habits, and in all respects fit for the service he wishes to enter, and that such citizen is willing that his certificate should be made public. Additional certificates may be required in any case in the discretion of the Board.

Any false statement knowingly made by any applicant in his application for admission to any examination, or made at his request, or with his knowledge, in any certificate which may accompany his application, shall be regarded as good cause for excluding him from such examination, or for removing his name from any register or eligible list, or for his removal or discharge from office during probation or thereafter.

Defective applications will be returned to applicants and an opportunity given them to correct the same. Whenever any application shows that the applicant is not qualified under the rules and regulations of the Board, such application will be rejected and the applicant notified of the reason therefor.

The applicant will receive written notice from the Chief Examiner of the time and place of examination. The applicant must produce this notice at the place of examination, where it will be taken up by the Chief Examiner or person in charge of the examination.

FORM 2 A.

APPLICATION FOR THE LABOR SERVICE.

OFFICE OF THE BOARD OF CITY SERVICE COMMISSIONERS.

The applicant must see that all the blanks in his application are properly filled out. The application must be signed and sworn to by the applicant but need not be in his own handwriting. If the applicant is not able to sign his name he may sign by making his mark, which must be witnessed by the officer taking the affidavit. When properly filled out the application must be filed with the Chief Examiner at the office of the Board.

Applicants must be citizens of the United States, of the age of twentyone years or over, and must have resided in the City of Milwaukee at least three years.

This application must be accompanied by the certificates of not less than three reputable citizens of Milwaukee, who must be freeholders
