RELIEF OF CITY OF CRAWFORD, NEBR.

Mr. TILSON, from the Committee on Military Affairs, submitted the

following

REPORT.

[To accompany H. R. 12051.]

The Committee on Military Affairs, to whom was referred the bill (H. R. 12051) for the relief of the city of Crawford, in the State of Nebraska, having considered the same, report thereon with a recommendation that it do pass.

It appears from the evidence before your committee that Fort Robinson is situated about 3 miles upstream from the city of Crawford and that the military reservation includes land on both sides of and abutting upon the stream. The city of Crawford takes its water supply from this stream below the reservation and it is represented to your committee that by reason of sewage and other deleterious matter emptied into the stream from the reservation the water is contaminated, causing periodical epidemics of typhoid fever. It appears that there are at present a number of typhoid cases in the city of Crawford believed to be from the same cause.

The city of Crawford has decided to change the location of the intake of its water supply to a point above the military reservation, and in order to do so asks permission to lay its pipes across the reservation. There is no objection on the part of the War Department.

LOAN OF TENTS TO CITY OF ASTORIA, OREG.

Mr. PEPPER, from the Committee on Military Affairs, submitted the following

REPORT.

[To accompany S. J. Res. 31.]

The Committee on Military Affairs, to whom was referred the joint resolution (S. J. Res. 31) authorizing the Secretary of War to loan certain tents for the use of the Astoria Centennial to be held at Astoria, Oreg., August 10 to September 9, 1911, having considered the same report thereon with a recommendation that it do pass.

It appears from the evidence submitted before the committee. that the centennial to be held at Astoria, Oreg., will attract large crowds from the States of Oregon and Washington and that the hotel and other facilities at the city of Astoria are entirely inadequate to care for the people.

While the committee feels that there should perhaps be some limit placed on the granting of similar requests, yet in the present case there seems to be no reason why the resolution should not pass.

AMENDING CODE OF LAW FOR THE DISTRICT OF COLUMBIA REGARDING INSURANCE.

Mr. JOHNSON of Kentucky, from the Committee on the District of Columbia, submitted the following

REPORT.

[To accompany H. R. 12738.]

The Committee on the District of Columbia, to whom was referred House bill 12738, report same back to the House with the recommendation that it do pass.

The purpose of this bill is to strike out the word "District" from the title of section 652 of the Code of Law so that said title will read "Inquiries as to companies," and to further amend said section by striking out the words "organized under the laws of" from the fourth line thereof and inserting in lieu thereof the words "transacting business in."

ANNUAL STATEMENTS OF INSURANCE COMPANIES IN THE DISTRICT OF COLUMBIA.

Mr. JOHNSON of Kentucky, from the Committee on the District of Columbia, submitted the following

REPORT.

[To accompany S. 1785.]

The Committee on the District of Columbia, to whom was referred Senate bill 1785, report the same back to the House with the recommendation that it do pass.

This bill originated in the Senate, and has passed that body. Its object is to amend section 647 of the Code of Law for the District of Columbia by striking out of the second and third lines of said Code of Law the following words: "herein before mentioned" and insert in lieu thereof the words ", local, domestic, and foreign, doing business in the District of Columbia."

This change is earnestly desired by the superintendent of insurance for the District of Columbia in order to enable him to get reports from all insurance companies alike, whether they be foreign or local.

Mr. JOHNSON of Kentucky, from the Committee on the District of Columbia, submitted the following

REPORT.

[To accompany S. 2495.]

The Committee on the District of Columbia, to whom was referred Senate bill 2495, report the same back to the House with the recommendation that same do pass with the following amendments:

On page 4, line 20, after the comma which follows the word "Columbia," insert the words "or any chartered trades-union"; and after the word "or" in the same line of the same page 66 insert or any

such association."

The object of this bill is to compel all accident, health, and life insurance companies to have as assets at least $25,000 before being permitted to do business in the District of Columbia; and, further, that the liabilities of companies having no greater assets be limited.
