BRIDGE ACROSS SNAKE RIVER, NYSSA, OREG.

Mr. KNOWLAND, from the Committee on Interstate and Foreign Commerce, submitted the following

REPORT.

[To accompany H. R. 7690.]

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 7690) to authorize the construction of a bridge across the Snake River at the town of Nyssa, Oreg., having considered the same, report thereon with amendment, and as so amended recommend that it pass.

The bill as amended has the approval of the War Department, as will appear by the indorsements attached and which are made a part of this report.

Amend the bill as follows:

Add, after the word "Oregon," in line 9, page 1, the words "in accordance with the provisions of the act entitled 'An act to regulate the construction of bridges over navigable waters,' approved March 23, 1906."

Add a new section, as follows:

SEC. 2. That the right to alter, amend, or repeal this act is hereby expressly reserved.

Respectfully returned to the Secretary of War with recommendation that the accompanying bill (H. R. 7690, 62d Cong., 1st sess.) to authorize the construction of a bridge across Snake River, at Nyssa, Oreg., be amended as indicated in red thereon. As thus amended, I know of no objection to the favorable consideration of the bill by Congress, so far as the interests of navigation are concerned.

R. 11852) to authorize the Providence, Warren & Bristol Railroad Co. and its lessee, the New York, New Haven & Hartford Railroad Co., or either of them, to construct a bridge across the Palmers or Warren River, in the State of Rhode Island, having considered the same, report thereon with a recommendation that it pass The bill has the approval of the War Department, as will appear by the indorsements attached and which are made a part of this report.

BRIDGE ACROSS ST. CROIX RIVER, WIS. AND MINN.

Mr. MICHAEL E. DRISCOLL, from the Committee on Interstate and Foreign Commerce, submitted the following

REPORT.

[To accompany H. R. 6747.]

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 6747) to authorize the Wisconsin Central Railway Co. to construct a bridge across the St. Croix River between Wisconsin and Minnesota, having considered the same, report thereon with amendment, and as so amended recommend that it pass.

The bill as amended has the approval of the War Department, as will appear by the indorsements attached and which are made a part of this report.

Amend the bill as follows:

Strike out all of the title and insert in lieu thereof the following:

To reenact an act authorizing the construction of a bridge across Saint Croix River, and to extend the time for commencing and completing the said structure.

Strike out all of section 1 after the enacting clause, and insert in lieu thereof the following:

That the act entitled "An act permitting the Wisconsin Central Railway Company to construct, maintain, and operate a railroad bridge across the Saint Croix River between the States of Wisconsin and Minnesota," approved March twelfth, nineteen hundred and ten, is hereby reenacted; and the time for commencing and completing the bridge therein authorized is hereby extended one year and three years, respectively, from the date of approval hereof.

Respectfully returned to the Secretary of War. The accompanying bill (H. R. 6747, 62d Cong., 1st sess.), to authorize construction of a bridge across the St. Croix River, by the Wisconsin Central Railway Co., is practically identical with an act approved March 12, 1910, the validity of which has been impaired by reason of the failure of the grantee to commence the erection of

the structure within the time limit prescribed by the act, to wit, March 12, 1911. The object of the bill is therefore assumed to be to extend the life of the privilege granted by the aforesaid act. I know of no objection to this proposition, but it is believed to be preferable to make the extension in express terms, rather than to duplicate the existing statute.

The bill has been amended accordingly and as thus amended is believed to be unobjectionable so íar as navigation interests are concerned.
