11. On stockings, hose and half-hose, selvedged, fashioned, narrowed, or shaped wholly or in part by knitting machines or frames, or knit by hand, including such as are commercially known as seamless stockings, hose and half-hose, and clocked stockings, hose and half-hose, on all of the above composed of cotton or other vegetable fiber, finished or unfinished, forty per centum ad valorem. SEC. 2. That on and after the day when this act shall go into effect all goods, wares, and merchandise previously imported and herein before enumerated, described, and provided for, for which no entry has been made, and all such goods, wares, and merchandise previously entered without payment of duty and under bond for warehousing, transportation, or any other purpose, for which no permit of delivery to the importer or his agent has been issued, shall be subjected to no other duty upon the entry or withdrawal thereof than the duty which would be imposed if such goods, wares, or merchandise were imported on or after that date.

SEC. 3. That all acts and parts of acts in conflict with the provisions of this act be, and the same are hereby, repealed. This act shall take effect and be in force on and after the first day of January, nineteen hundred and twelve.

313. Cotton thread and carded yarn, warps
or warp yarn, in singles, whether on beams or in
bundles, skeins, or cops, or in any other form,
except spool thread of cotton, crochet, darning,
and embroidery cottons, hereinafter provided
for, not colored, bleached, dyed, or advanced
beyond the condition of singles by grouping or
twisting two or more single yarns together, two
and one-half cents per pound on all numbers up
to and including number fifteen, one-sixth of
a cent per number per pound on all numbers
exceeding number fifteen and up to and includ-
ing number thirty, and one-fifth of a cent per
number per pound on all numbers exceeding
number thirty: Provided, That none of the fore-
going shall pay a less rate of duty than fifteen
per centum ad valorem; colored, bleached,
dyed, combed, or advanced beyond the condi-
tion of singles by grouping or twisting two or
more single yarns together, whether on beams,
or in bundles, skeins, or cops, or in any other
form, except spool thread of cotton, crochet,
darning, and embroidery cottons, hereinafter
