Notwithstanding any other provisions of law for contractual services

for the purposes of auditing and examining the accounts, books, records, documents and papers of the private transportation operators serving primarily in the New York metropolitan area when the commissioner deems such audits necessary.

For the verification of financial and operating data to determine the accuracy of the data necessary to determine the distribution of operating aid to the private operators serving primarily within the New York metropolitan area. Such contracts shall also include but not be limited to recommendations concerning economies and efficiencies that could be realized by the transit operators

By chapter 1, section 9, of the laws of 1973, and the appropriation made

by chapter 600, section 11, of the laws of 1973, consolidated, amended, and reappropriated by chapter 53, section 3, of the laws of 1974, as amended by chapter 1008, section 1, of the laws of 1974, and

amended by chapter 53, section 3, of the laws of 1982, as reappropriated by chapter 53, section 2, of the laws of 1984, for: The payment of the non-federal share of urban renewal and rehabilita

tion projects in accordance with the following schedule, for the completion of the Flood Area Recovery Program in Cattaraugus, Chemung, Schuyler, and Steuben counties (including liabilities incurred

prior to April 1, 1973). The moneys hereby appropriated are in addition to and supplemental to

the moneys appropriated by section one of chapter one of the laws of nineteen hundred seventy-three for the purposes of the Flood Area

Recovery Program as specified herein. Notwithstanding the provisions of any general or special law, no part of this appropriation shall be available for the purposes

of this appropriation until a certificate of approval of availability shall have been issued by the director of the budget, and a copy of such certificate of approval of availability filed with the state comptroller, the chairman of the senate finance committee and the chairman of the assembly ways and means committee. Such certificate may be amended from time to time by the director of the budget and a copy

of each such amendment shall be filed with the state comptroller, the chairman of the senate finance committee and the

chairman of the assembly ways and means committee. The moneys hereby appropriated, when made available pursuant to the

certificate of approval of availability issued by the director of the budget shall be paid from the local assistance account on the audit and warrant of the state comptroller on vouchers approved, may be appropriate, by the chairman of the New York state urban

made under cooperative highway contractual agreement between the commissioner of transportation and the New York state thruway authority, the commissioner of taxation

and finance shall certify to the director of the budget and the commissioner of transportation and the chairman of the New York state thruway authority (i) the amount of money available in the emergency highway construction and reconstruction fund as of the date of the certification; (ii) the amount of money estimated to be deposited in such fund by the date payment shall be made; and (iii) the amount of the payment to be made under a cooperative highway contractual agreement. Upon receipt of such certification for the commissioner of taxation and finance, the director of the budget shall cause to

be prepared a certificate of approval of availability to enable the payment from the local assistance account of the general fund to the commissioner of taxation and finance of the amount needed

to

meet the cooperative highway contractual agreement payment. No expenditure shall be made from this appropriation until a certifi

authority. On or before the thirtieth day next preceding the date upon which payment shall

be made under cooperative highway contractual agreement between

the commissioner of transportation and the New York state thruway authority, the commissioner of taxation and finance shall certify to the director of the budget and the commissioner of transportation and the chairman of the New York state thruway authority: (i) the amount of

money available in the emergency highway reconditioning and preservation

of the date of the certification; (ii) the amount of money estimated to be deposited in such fund by the date payment shall be made; and (iii) the amount of the payment to be made under a cooperative highway contractual agreement. Upon receipt of such certification from the commissioner of taxation and finance, the director of the budget shall cause to be prepared a certificate of approval of availability to enable the payment from the local assistance account of the general fund to the commissioner of taxation and finance of the amount needed to meet the cooperative highway contractual

agreement payment. No
