The speaker appointed Messrs. Coghill, Koiner and Round the committee on the part of the house under joint resolution to appoint a committee of conference on the disagreeing votes of the two houses on house bill entitled an act amending section 24 of chapter 96 of the Code of 1873, providing for organizing chain-gangs; No. 31.

No. 139. Senate bill, was read twice and referred to the committee on counties, cities and towns.

No. 145. Senate bill, was read twice and referred to the committee on schools and colleges.

No. 31. Senate bill entitled an act to define and declare the true intent and meaning of the act in force April 2, 1873, entitled an act to amend and re-enact sections 5 and 7 of an act to regulate and define the jurisdiction of the county and circuit courts, to prescribe the number of terms of the circuit court, and to fix the pay of county judges, was reported from the committee for courts of justice, with a recommendation that the house insist upon their amendments and ask for a committee of conference.

No. 176. House bill for the relief of the estate of William M. Hume, deceased, late sheriff of Fauquier, and his sureties, reported from the committee on finance, was read a first time.

The following house bills, reported from the committee for courts of justice, were read a first time:

No. 177. House bill to prescribe the times for holding the terms of the circuit courts of this Commonwealth, and to repeal the 15th section of the 155th chapter of the Code of 1873, which authorizes the judges of said courts to fix said terms.

No. 178. House bill to repeal the 41st section of chapter 86 of the Code of 1873, which prohibits the exportation of flour and certain other commodities unless inspected as required by law.

No. 179. House bill to amend and re-enact sections 59 and 62 of chapter 57 of Code of 1873, in relation to the granting of charters by the circuit courts.

The following house bills, reported from the committee on roads and internal navigation, were read a first time:

No. 180. House bill to incorporate the Hampton and Fort Monroc railroad company.

No. 181. House bill to authorize John W. Ames, of Nansemond county, to erect a pier wharf on Nansemond river.

No. 182. House bill confirming and ratifying an order of the board of supervisors of the county of Loudoun concerning the town of Leesburg.

No. 183. House bill to provide for the establishment of a true meridian line in cach county of the Commonwealth.

No. 184. House bill for the encouragement of land purchasers and actual settlers in Virginia, reported from the committee on immigration, was read a first time.

No. 185. House bill to provide for a re-registration of voters in cities and towns in this Commonwealth containing a population of five thousand, reported from the committee on privileges and elections, was read a first time.

The following house bills, reported from the committee on propositions and grievances, were read a first time:

No. 186. House bill to incorporate the Valley educational association, of Shenandoah county, Virginia.

No. 187. House bill to authorize Ocean Lodge, No. 116, A. F. and A. M., to borrow money, and to execute a deed of conveyance to secure the payment of the same.

The following report was agreed to:

The committee on roads and internal navigation have had under consideration a bill "to prevent extortion and unjust discrimination in the rates charged for transportation on railroads in this State, to punish the same, and to prescribe a mode of procedure in relation thereto," and in order better to consider its provisions, the committee ask leave to have it printed.

Leave of absence was granted Messrs. Round and Scruggs two days each, Stovall three days, Wharton and Longley five days each, and Graves six days.

The committee on enrolled bills report that the following bills and joint resolutions have been approved by the governor on this 20th day of February, 1874:

An act for the relief of the late sheriffs of the Commonwealth.

An act to provide for the collection of taxes and county levy in the township of Manchester, Chesterfield county, assessed for the year 1873. Joint resolution authorizing and directing the removal of the State library.

An act to provide artificial limbs for soldiers maimed in war, and for other purposes.

An act to incorporate the Richmond and Trans-Alleghany railroad

company.

An act to incorporate the Atlantic bridge company.

Joint resolution authorizing the governor to direct and control all arrangements necessary to the removal of the public library, and providing that the removal shall not take place until some other place has been provided for the safe keeping and use of the library.

The following were presented and referred under rule 37:

By Mr. Armstrong: A bill to amend and re-enact first and second sections of "an act to incorporate the North river railroad company,' approved March 21, 1872, and to change the name. Referred to committee on roads and internal navigation.

By Mr. Ould: Petition of citizens of Richmond city, asking amend

ments to charter of said city. Referred to committee on counties, cities and towns.

By Mr. Brooks: A bill to amend the charter of the Matoaca manufacturing company, in the county of Chesterfield. Referred to committee on manufactures and mechanic arts.

By Mr. Brooks: Memorial of members of Petersburg bar, and others, praying increase of salaries of judges. Referred to committee for courts of justice.

By Mr. Yager: Petition of citizens of Luray, praying authority for council of said town to prohibit sale of intoxicating liquors within the limits of said town. Referred to committce on counties, cities and towns.

The morning hour having expired, the house proceeded to the consideration of the business on the calendar.

No. 82. Senate bill entitled an act to authorize the legal voters of certain counties to vote upon the question of negotiating a loan or loans, and to issue bonds for and in the name of said counties for the purpose of establishing a steamboat line between the landings on the Rappahannock river and the city of Baltimore, Maryland, or Norfolk, or both, was read a third time and passed.

No. 31. Senate bill entitled an act to define and declare the true intent and meaning of the act in force April 2d, 1873, entitled an act to amend and re-enact sections five and seven of an act to regulate and define the jurisdiction of the county and circuit courts, to prescribe the number of terms of the circuit court, and to fix the pay of county judges, came up.

The recommendation of the committee for courts of justice to insist upon their amendments and ask for the appointment of a committee of conference, to consist of two on the part of the senate and three on the part of the house, to take into consideration the disagreeing votes of the two houses.

Mr. Blair moved a reconsideration of the vote by which the house adhered to its amendments and ask for a committee of conference; which motion was rejected.

A message was received from the senate by Mr. Ward, who informed the house that the senate had passed house bill entitled an act for the protection of sheep in the counties of Clarke, Frederick, Powhatan, and Charlotte, No. 119, with amendments, in which they respectfully request the concurrence of the house.

A message was received from the senate by Mr. Kirkpatrick, who informed the house that the senate had passed senate bill entitled an act to provide for the lease of the penitentiary, No. 10; in which they respectfully request the concurrence of the house.

No. 63. House bill to amend and re-enact section 12 of chapter 63 of the Code of 1873, in relation to mills, was,
