A communication from the senate, by their clerk, was read as follows:

In Senate, March 5, 1874.

The senate have agreed to joint resolutions from the house of delegates antitled

Joint resolutions proposing amendments to the State constitution in relation to county organization; No. 62.

They have agreed to the resolution from the house requesting the appointment of a committee of conference to consider the subjects of disagreement between the two houses in relation to senate bill (No. 37) entitled an act to amend and re-enact the first section of chapter two hundred of the Code of Virginia (edition of 1873), in relation to grand juries.

And they have agreed to house joint resolution instructing special investigating committee on the late defalcation to inquire as to the disposition of certain bonds.

The speaker appointed Messrs. Coghill, Harrison and B. W. Lacy the committee of conferer ce on the part of the house on senate bill No. 37. No. 152. Senate bill entitled an act to incorporate the Westham granite company of Virginia, was reported from the committee on propositions and grievances, with an amendment.

No. 161. Senate bill entitled an act in relation to the records of Alexandria county, was reported from the committee for courts of justice. The following senate bills were reported from the committee on banks, currency and commerce:

No. 162. Senate bill entitled an act to incorporate the Rappahannock banking and insurance company.

No. 147. Senate bill entitled an act to incorporate the Jonesville dollar savings bank, in the county of Lee.

No. 151. Senate bill entitled an act to incorporate the bank of Potomac and safe deposit company of Alexandria,

No. 163. House bill to encourage intermediate grades of instruction in public schools (heretofore recommitted to the committee on schools and colleges), was reported back.

No. 260. House joint resolution directing the president and directors of the Atlantic, Mississippi and Ohio railroad company to commence the work on the road to Cumberland Gap, reported from the committee on roads and internal navigation, with an amendment in the nature of a substitute, was read a first time.

The following house bills, reported from the committee on agriculture and mining, were read a first time:

No. 261. House bill to incorporate the James river coal company. No. 262. House bill to incorporate the Mecklenburg agricultural society.

The following house bills, reported from the committee on propositions and grievances, were read a first time:

No. 263. House bill to incorporate the Kecoughtan Lodge, No. 29, of the order of Knights of Pythias.

No. 264. House bill to amend an act to incorporate the Richmond harmonic association and to change the name thereof.

No. 265. House bill to amend and re-enact chapter 99, section 9, Code of 1873, in reference to killing wild fowl, and to protect the catching thereof in nets or traps.

Leave of absence was granted Messrs. Withers, Massey, Beaton, Rufus S. Jones, Cox, Hill and Moore two days each, Lucas and P. J. Carter three days each, and Coghill five days.

A message was received from the senate by Mr. Taylor, who informed the house that the senate had agreed to house joint resolutson appointing a joint committee to visit certain property in connection with a location for a lunatic asylum, with an amendment in the nature of a substitute.

CORRECTION.

On pages Nos. 213 and 214 of the journal it appears that a vote (required by the constitution) was recorded on passage of house bill No. 165, to relieve Henry G. Wax, late township collector of the township of Estillville, Scott county, from payment of damages. The vote (required by the constitution) should have been recorded on the passage of house bill No. 146, authorizing a sale of the Sperryville and Rappahannock turnpike.

No. 46. Senate bill, was read twice and referred to the committee on finance.

House joint resolution appointing a joint committee to visit certain property in connection with a location for a lunatic asylum (returned from the senate with an amendment in the nature of a substitute), was, On motion of Mr. Fulkerson, referred to the committee on asylums and prisons.

No. 203. Senate bill entitled an act to extend the time within which the township collectors of the counties of Wise and Buchanan may return their delinquent lists for the years 1872 and 1873, was reported from the committee on finance.
