The house of delegates, in pursuance of law, met at 12 o'clock M., and was called to order by J. Bell Bigger, clerk of the house of delegates.

Prayer by Rev. Dr. Moses D. Hoge, of the Presbyterian church. The roll was called, and the following members answered to their

names:

A quorum being present, the clerk announced that the first business in order was the election of a speaker.

Mr. Bagwell nominated Marshall Hanger, of Augusta.
Mr. Peter J. Carter nominated J. H. Van Auken, of Sussex.

Marshall Hanger having received a majority of all the votes cast, was declared duly elected speaker of the house of delegates.

Messrs. Bagwell and Critz were requested to conduct the speaker to the chair.

The speaker announced that the next business in order was the election of the clerk of the house of delegates.

Mr. Anderson nominated J. Bell Bigger, of Hanover.
Mr. Cox nominated Ballard T. Edwards, of Chesterfield.

John F. Wall having raceived a majority of all the votes cast, was declared duly elected sergeant-at-arms.

A communication was received from the secretary of the Commonwealth, transmitting a list of the members elected to the house of delegates at the general election, November 4th, 1873, which was referred to the committee on privileges and elections.

A message was received from the senate by Mr. Nowlin, who informed the house that the senate had organized, and was ready on its part to proceed to business.

Ordered, That Mr. Ould inform the senate that the house is organized, and ready on its part to proceed to business.

Mr. Lacy offered the following resolution:

Resolved, That the rules of the last house of delegates of Virginia, except the 6th, 9th and 87th rules, be temporarily adopted for the government of this house, and that it be referred to a special committee of nine, to be appointed by the speaker, to report at an early day rules for the permanent government of this house; that the sergeant-at-arms and clerk appoint temporarily such assistants as may be necessary, until such time as doorkeepers and committee clerks shall be regularly and permanently appointed or elected.

Which was agreed to.

Mr. Riddlebarger offered the following resolution:

Resolved by the house of delegates (the senate concurring), That a committee of three on the part of the house, and two on the part of the senate, be appointed to inform his excellency, the governor, that the general assembly has been duly organized, and is now ready to receive any communication he may have to make.

Which was agreed to.

Mr. Riddlebarger moved a reconsideration of the vote by which the resolution was agreed to, which motion was rejected.

Ordered, That Mr. Riddlebarger carry the resolution to the senate and request their concurrence.
