No. 13. House bill to amend section 6, chapter 201 of the Code of 1873, with reference to larceny.

No. 14. House bill to amend the 34th section of chapter 202, Code of 1873, with reference to the trial of felonies.

No. 16. House bill incorporating the Virginia porcelain and terracotta company in the county of Augusta.

No. 19. House bill to amend and re-enact an act for the relief of the late sheriffs of the Commonwealth, came up.

On motion of Mr. Morrison, the bill was recommitted to the committee on finance.

No. 10. House joint resolution extending the time for the collection of taxes and county and township levies in the Commonwealth for the year 1873, came up.

On motion of Mr. Graves, the joint resolution was dismissed.

No. 11. House bill to extend the time for the collection of taxes and county and township levies throughout the Commonwealth, came up. On motion of Mr. Graves, the bill was dismissed.

On motion of Mr. Cox, the house adjourned until to-morrow at 12 o'clock M.

Senate joint resolution that the superintendent of public printing cause to be printed for immediate distribution one thousand copies of house joint resolution No. 1 for an extension of the time for collecting the taxes of 1873, was read twice and referred to the committee on finance.

A communication from the senate, by their clerk, was read as follows:

The senate have passed bills entitled

In Senate, January 14, 1874.

An act to incorporate the Marion female college; No. 30. And

An act to extend the time in which Posey Whalin, elected superintendent of the poor for Rappahannock county, shall be permitted to qualify; No. 45.

In which bills they respectfully request the concurrence of the house of delegates.

No. 30. Senate bill, was read twice and referred to the committee on schools and colleges.

No. 45. Senate bill, was read twice and referred to the committee for courts of justice.

No. 21. House bill to transfer the interest of the State in certain turnpike companies to the counties through which they pass, reported from the committee on roads and internal navigation, was read a first time.

The following reports were agreed to:

The committee on privileges and elections respectfully ask permission of the house to print such papers and testimony as a majority of said committee shall deem proper.

The committee on public property have had under consideration a resolution that the adjutant-general of the Commonwealth be requested to inform this house, at an early day, what additional legislation would in his opinion be necessary to enable him to perform the duties now devolving by law upon the superintendent of public buildings. They respectfully report that inasmuch as the duties of the superintendent of public buildings have never devolved upon the present adjutant-general, that it is inexpedient to request the information of him.

The committee on roads and internal navigation have had under consideration a bill to them referred, to "amend and re-enact section 48, chapter 52 of the Code of 1873, in relation to county roads," and respectfully report, that as it proposes an appeal to the circuit courts in certain cases, they ask to be discharged from its further consideration, and that the same be referred to the committee for courts of justice. The following report was presented:

The committee on public property have had under consideration the communications from the governor and superintendent of public buildings in relation to the condition of the capitol building, and respectfully ask that the committee have authority to employ a competnt architect or engineer, who, in connection with a sub-committee (of the committee on public property), shall examine the building, and report upon its safety, &c., to said committee.

Mr. Hoeninger moved to postpone the report, which was rejected. The report was agreed to.

Mr. Jack Carter moved a reconsideration of the vote by which the report was agreed to, which motion was rejected.

Leave of absence was granted Messers. Lee and Banks two days each. The following where presented and referred under rule 37:

By Mr. B. W. Lacy: Petition of the securities of J. S. Jones, late treasurer of York county, for relief. Referred to committee for courts of justice.

By Mr. Fulkerson: A bill to validate the reasessment of the lands of Washington county, made in the year 1873 for the year 1873, and to authorize the treasurer of said county to retain out of the taxes due the State for the year 1873 when collected an amount equal to the excess of the taxes due on the lands of said county as assessed in the year 1870 over the amount that would be due by the valuation under the reassesment made in 1873, and to apply the amount so retained to the payment of county levies. Referred to committee on finance.

By Mr. Brooks: A bill to provide for the collection of taxes and county levy in the township of Manchester, Chesterfield county, assessed for the year 1873. Referred to committee on finance.

By Mr. Allen: A bill for the relief of J. L. Boswell, administrator &c., for work done on the Covington and Ohio railroad. Referred to committee on finance.

By Mr. Critz: A bill to amend and re-enact section 3, chapter 46 of the Code of 1873, in relation to sheriffs' bonds. Referred to committee on finance.

By Mr. Armstrong: A bill to amend and re-enact sections six, eigh and nine of chapter ninety, Code of 1860, in relation to weighing and selling live stock. Referred to committee on public property.

By Mr. Van Auken:

Resolved, That it shall be the duty of the board of supervisors of Sussex county, at their next meeting to submit to the qualified voters of Wakefield township in said county of Sussex, by ordering an election upon the fence question, to be conducted in accordance with the provisions made by sections 23, 24 and 25, chapter 97 of the Code of Virginia of 1873. Referred to committee on agriculture and mining.

By Mr. Gilman: A bill to amend the charter of the Female humane. association of the city of Richmond. Referred to committee on propositions and grievances.

By Mr. Graves: A bill to impose a stamp tax on wholesale dealing in distilled spirits. Referred to committee on finance.

Resolved, That the committee for courts of justice be instructed to report upon the propriety of so amending the State constitution as to require all voters to show the treasurer's receipt for the poll tax assessed against them before voting.

By Mr. Lucas: A bill to amend and re-enact section 14, chapter 188 of the Code of 1873, in relation to larceny. Referred to committee for courts of justice.

By Mr. Blair: Petition of citizens of Big Lick, Roanoke county, asking for an act of incorporation for the town of Big Lick. Referred to committee on counties, cities and towns.

By Mr. Cecil: A bill to repeal sections 21, 22, 23 and 24 of Code

A communication from the senate, by their clerk, was read as follows:

In Senate, January 15, 1874.

The senate have agreed to a joint resolution requiring inspectors of tobacco to report the amount of insurance kept on their several warehouses during the year 1873, covering planters' tobacco.

In which they respectfully request the concurrence of the house of delegates.

The senate joint resolution is as follows:

Resolved (the house of delegates concurring), That inspectors of tobacco at all warehouses where tobacco is inspected by law be required to report at as early a day as possible to both branches of the legislature the amount of insurance that the proprietors of every such warehouse are required to keep by section 52, chapter 85 of the Code (edition 1873), has been so kept during the year 1873, covering planters' tobacco.

The joint resolution was read twice, and,

On motion of Mr. A. J. Clark, the rule was suspended requiring its reference to a committee.

The senate joint resolution was placed on the calendar.
