INDEX DIGEST

Principles of law and important conclusions of fact, which are discussed in reports
in this volume, can be found by a search below for either nouns or phrases descrip-
tive of the factors considered in deciding cases involving discrimination, preference
and prejudice, reasonableness, et cetera, of rates, fares and charges. Words or
phrases descriptive of accounts, classes of carriers, commodities, equipment, items of
evidence, localities, popular names of rules and statutes, et cetera, are also included as
leads to pertinent considerations.

In most instances, cross-references are provided as leads from the most general
topics to progressively more specific topics. Therefore, this index digest will be
most useful when a search is begun under the most general topics. For example,
leads to topics pertinent to the solution of a problem involving "reasonableness of
rates" can be found under REASONABLENESS (RATES, FARES & CHARGES)
where cross-references from subtopics will lead to specific entries covering various
considerations. The procedure of going from general topics to specific subtopics
should always be followed in searching for rules of evidence or for points of practice
and procedure.

Descriptions of commodities involved in rate cases are included as main entries.
However, space limitations preclude the inclusion of finding lists with cross-references
under class names of commodities. When a description in a report is composed of
one or more adjectives and a noun, the description is filed into the alphabet in the
exact order in which the descriptive words are used in the report-e.g., "coffee,
roasted" under COFFEE, ROASTED and "roasted coffee" under ROASTED
COFFEE. Since commodities may be described differently in separate reports, it is
necessary to search for commodity descriptions under all variations, which occur
to the searcher, if citations to all cases in which the commodity was involved are
desired.

The page citations following entries are to those pages on which the rules of law
or conclusions of fact covered in the entry are discussed.

Topics and subtopics are alphabetized by letter as though the lines comprising
topics or subtopics are a single word.
