lars. The public domain commission shall have power to appoint a chief fire warden at a salary not exceeding twentyfive hundred dollars per annum; a chief clerk at a salary not exceeding two thousand dollars per annum; a special assistant to the game, fish and forest fire commissioner at a salary not exceeding two thousand dollars per annum; two assistants to the chief clerk at a salary not exceeding fourteen hundred dollars per annum; a game keeper at a salary not exceeding two thousand dollars per annum. The public domain commission shall appoint special assistants to perform special services, State deputy game and fish wardens, clerks and other employes necessary to conduct the work of the game, fish and forest fire department of the public domain commission, and to fix their compensation, not exceeding, however, twelve hundred dollars each per annum, except the State deputy game and fish wardens, hereinafter directed to be paid on a per diem basis: Provided, That special assistants as herein provided for shall receive a salary not to exceed twenty-five dollars per day, or a total amount not to exceed five hundred dollars for the services of any such special assistants in any one year. Any assistants or other employes who shall be appointed at a regular annual salary shall devote their entire time to the work of the department, and in addition to said salary shall receive actual expenses necessarily incurred when SO employed. The State deputy game and fish wardens so appointed shall receive a salary to be fixed by the public domain commission on the merit basis and promotions to be made on examination of said deputies as to their previous experience and efficiency in the work of the department, such salary to be not less than two dollars and fifty cents per day, and not more than four dollars per day for each day actually spent in the discharge of their duties, together with their actual expenses necessarily incurred when so employed. All special assistants, State deputy game and fish wardens, clerks and other employes of the department shall be employed under the direction of the State game, fish and forest fire commissioner and shall be paid their salary and expenses semi-monthly on a warrant of the auditor general, on itemized vouchers therefor, verified under oath and approved and certified by the game, fish and forest fire commissioner: Provided, That the salary and expenses of the game, fish and forest fire commissioner,

chief deputy game and fish warden, special assistants, State deputy game and fish wardens, clerks and other employes and all other expenses of the said game, fish and forest fire department shall not in any one year exceed the amount derived from the sale of licenses and all other fees now accruing and credited to the game, fish and forest fire department of the public domain commission under existing laws, and shall be paid from such funds. The public domain commission may, on the recommendation of the State game, fish and forest fire commissioner, appoint not to exceed three county game and fish wardens in each county of the State, who shall have the same powers in their respective counties as are provided for the State deputy game and fish wardens; the said county wardens may be employed by individuals, clubs or corporations interested in the enforcement of the game and fish laws when authorized by the State game, fish and forest fire commissioner, and shall receive such other compensation as may be allowed and provided for by the supervisors of their respective counties, except in the case of Wayne and Saginaw, which is fixed by the county salary act for said counties. The game, fish and forest fire commissioner, the chief deputy game and fish warden, special assistants, and all State deputy game and fish wardens shall file a bond in such sum as the public domain commission shall require, after which a commission shall be issued to such persons so appointed and qualified, which commission shall be the authority to perform the duties required of them by such appointment. The game, fish and forest fire commissioner and any special assistant, who may be appointed by the public domain commission under the provisions of this act or any existing law, shall be chosen from among men known to possess a general and practical knowledge of the duties and laws governing the position to which they are so appointed, and all special assistants and deputy game, fish and forestry wardens shall be chosen and appointed for such time and under such civil service rules as the public domain commission shall devise, which will not be inconsistent with the statute under which such appointments are made: Provided, That any person appointed to any position by authority vested in the public

domain commission by this or any subsequent act, shall not be chosen, appointed or removed from such position on account of their political affiliations.

INTERFERENCE. PENALTY.

(9) SEC. 5. Any person who hinders, obstructs or interferes with, or attempts to hinder, obstruct or interfere with the game, fish and forest fire commissioner, the chief deputy game, fish and forest fire commissioner, or any State or county deputy game, fish and forest fire commissioner in any of his duties, or any person who shall violate any of the other provisions of this act shall be deemed guilty of a misdemeanor and on conviction thereof shall be fined not less than ten dollars nor more than one hundred dollars together with costs of suit, or may be committed to the county jail for a period of not less than ten days or more than ninety days, or both such fine and imprison ment in the discretion of the court; and in default of the payment of any fine or costs such person may be committed to the county jail until such fine and costs are paid, or for a period not exceeding ninety days.

ACTS REPEALED.

(10) SEC. 6. All of act number twenty-eight of the public acts of eighteen hundred eighty-seven, as amended, act number thirty-seven of the public acts of eighteen hundred ninety-nine, as amended, and all of act number one hundred six of the public acts of nineteen hundred seven, as amended, are hereby repealed, and all other acts in conflict with the act only in so far as said acts relate to the appointment and salary of the State game, fish and forestry warden are hereby repealed, and in so far as any of said acts prescribe the powers and duties of the State game, fish and forestry warden they shall be deemed to remain in full force and effect, except as to the transfer of all such powers and duties to the public domain commission by virtue of this act.

The People of the State of Michigan enact:

APPOINTMENT.-POWERS.-TERM OF OFFICE.-SALARY.

SECTION 1.

(11) The State game and fish warden shall appoint a resident of the county of Wayne as county game and fish warden for said county, who shall have the same powers in said county as are possessed by the State game and fish warden under the general laws of the State. Said County game and fish warden shall be appointed for the same term as the State game and fish warden and shall be subject to the supervision and control of, and to removal by the State game and fish warden. Said county game and fish warden shall receive a salary of two thousand five hundred dollars per annum, which shall include salary and expenses in full, to be paid semi-monthly upon warrants of the board of county auditors of said county of Wayne.

Sec. 2 repeals inconsistent acts.

The People of the State of Michigan enact:

(12) SECTION 1. The salary and expenses of the State game, fish and forest fire commissioner of the public domain commission, the chief deputy game and fish warden, all assistants, special assistants, all State deputy game and fish wardens, and all other employes; and office expense of the State game, fish and forest fire department of the

public domain commission, which by law are now paid by the State, shall be paid from funds derived from the sale of licenses and all other fees now accruing and credited to the game, fish and forest fire department of the public domain commission under existing iaws: Provided, That nothing herein contained shall affect the amount of any such salaries now fixed by any law of this State.

Act 98, P. A. of 1919, provides that the income derived by the State game, fish and forest fire commissioner's department from licenses and fees shall be estimated and such estimate included in the budget, said department, except the forest fire division, to be wholly financed by such income.

(13) SEC. 2. All acts or parts of acts inconsistent with the provisions of this act are hereby repealed, except as to the provisions of act two hundred forty-nine of the public acts of nineteen hundred three, as amended, and the Wayne and Saginaw county game warden acts.

(14) SECTION 1. There are hereby appropriated for the State game, fish and forest fire commissioner's department for the fiscal years ending June thirty, nineteen hundred twenty, and June thirty, nineteen hundred twenty-one, the following amounts:
