Senate bill No. 115 (file No. 64), entitled

A bill to provide for a central bureau for receiving and compiling the records of the descriptions, measurements and histories of the convicts in the penal institutions of this and other States; to make such descriptions, measurements and histories available to the several circuit courts of this State, and to provide for the expenses necessarily incurred in so doing,
