OPENING STATEMENT OF SENATOR DURENBERGER

Senator DURENBERGER. I would like to call the hearing to order. I understand there are people downstairs listening to a luncheon speech and there may be more people here later. I appreciate the fact that some of the panelists may have been stuck down there but made a real effort to be here at this meeting.

We have just about 21⁄2 hours or 2 hours and 15 minutes for this phase of the hearing, so I appreciate very much your consideration of our time limitations.

This is the first of a set of hearings to help give us some guidance on the future of volunteerism in this country. The Governmental Affairs Committee, of which I am a member, and its Intergovernmental Relation Subcommittee in particular, are concerned about the process of public service delivery in this country and are very concerned about the impact that governmental decisions have had on volunteerism and the nonprofit sector as a provider of public service.

So this hearing today and a second hearing in Washington, DC., which will be held next Monday starting at 10 a.m. in the Dirkson Office Building, will try to probe the nature of the problem and hopefully look at some of the solutions.

The subject obviously takes more than 221⁄2 hours. But we are going to try to do what we can here today with the people who have been selected to represent various segments of the volunteer community. The first panel is made up of representatives of a rather unique set of conferences that were held jointly here in the Twin Cities during the last 3 days. They include Susanne Smith from the National Association of Volunteers in Criminal Justice, Sara Jane Rehnborg, president of the Association for Volunteer Administrators, Jerry Lynes from
