Sir: I am instructed by the House of Representatives to return to the Senate

House bill No. 82 (file No. 174), entitled

A bill making appropriations for current expenses and for special purposes for the Michigan College of Mines at Houghton for the fiscal years ending June 30, 1918, and June 30, 1919, and to provide a tax to meet the same.

Which the Senate amended as follows:

1. Page 1. Amend by striking out of section 1, lines 3 and 4, the words "seventy-two thousand seven hundred dollars" and inserting in lieu thereof the words "seventy-seven thousand seven hundred dollars.” 2. Page 1. Amend section 1, line 5, by striking out the words "seventy-two thousand seven hundred dollars" and inserting in lieu thereof the words "seventy-seven thousand seven hundred dollars."

3. Page 2. Amend section 4, line 2, by striking out the words "eightyfour thousand five hundred forty-nine dollars" and inserting in lieu thereof the words "eighty-nine thousand five hundred forty-nine dollars.” 4. Page 2. Amend section 4, line 4, by striking out the words "seventy-two thousand seven hundred dollars” and inserting in lieu thereof the words "seventy-seven thousand seven hundred dollars.”

And to inform the Senate that the House of Representatives has nonconcurred in the adoption of the amendments made by the Senate.

The following message from the House was received and read :

April 18, 1917.

Sir:—I am instructed by the House to re-transmit to the Senate
House bill No. 100 (file No. 228), entitled

A bill making appropriations for the Michigan Farm Colony for
Epileptics, for special purposes, for the fiscal years ending June 30,
1918, and June 30, 1919, and to provide a tax to meet the same.
Which the Senate amended as follows:

1. Amend section 1, by striking out all of lines 41, 42 and 43, and inserting in lieu thereof the following: "Provided, That if the amounts designated in sections one and two for any of the purposes stated, be insufficient to complete the work or purchase, any surplus remaining after the completion of the other work or purchases, specified in said sections may, by obtaining the consent of the State Board of Corrections and Charities and Auditor General, in writing, be used in the accounts where any deficiency occurs, if such deficiency is unavoidable, the intent of this proviso being to make the entire appropriation available for the purpose herein stated.”

2. Amend section 2, line 4, by striking out the words "seventy-seven thousand twenty dollars" and inserting in lieu thereof the words "one hundred forty-eight thousand nine hundred dollars."

3. Amend section 2, line 8, by striking out all after the word "said” and inserting in lieu thereof the words "cottages eight thousand eight hundred dollars."

4. Amend section 2, line 11, by striking out the words "twelve hundred" and inserting in lieu thereof the words "twenty-four hundred." 5. Amend section 2, line 14, by striking out the words "thirteen hundred” and inserting in lieu thereof the words "twenty-six hundred.”

6. Amend section 4, lines 4 and 5, by striking out the words "seventy-seven thousand twenty dollars," and inserting in lieu thereof the words “one hundred forty-eight thousand nine hundred dollars.”

7. Amend section 1, line 5, by striking out the word "fifty-three" and inserting in lieu thereof the word "fifty-five.”

8. Amend section 1, by inserting after line 40 the following: "For ditching, draining and fencing, two thousand dollars.”

9. Amend section 2, by striking out all of lines 6 and 7′and inserting in lieu thereof the words "For the construction of two cottages for one hundred patients each, one hundred thirty thousand dollars."

10. Amend section 4, line 3, by striking out the word "fifty-three" and inserting in lieu thereof the word "fifty-five."

And to inform the Senate that the House of Representatives has nonconcurred in the adoption of the amendments made by the Senate.

Mr. Scully moved that the Senate insist on its amendments to the foregoing entitled bill, and ask for a conference with the House of Representatives on the matters of difference between the two houses relative thereto.

A bill to amend section 12 of Act No. 280 of the Public Acts of 1909, as amended and revised by Act No. 294 of the Public Acts of 1911. as amended by Act No. 333 of the Public Acts of 1913, entitled "An act to amend and revise Act No. 280 of the Public Acts of 1909, and entitled 'An act to create a commission to be known as a Public Domain Commission; to provide for the appointment of such a commission and to fix their terms of office; to prescribe their powers and duties; to make an appropriation to carry out the provisions of this act; and to repeal all acts and parts of acts inconsistent herewith,'" being section 456 of the Compiled Laws of 1915.

A bill to amend section 9 of Part V of Act No. 10 of the Public Acts of 1912, First Extra Session, entitled "An act to promote the welfare of the people of this State, relating to the liability of employers for injuries or death sustained by their employes, providing compensation for the accidental injury to or death of employes and methods for the payment of the same, establishing an Industrial Accident Board, defining its powers, providing for a review of its awards, making an appropriation to carry out the provisions of this act, and restricting the rights to compensation or damages in such cases to such as are provided by this act," approved March 12, 1912, being section 5485 of the Compiled Laws of 1915, and to add two new sections to said Part V, to stand as sections 12 and 13 thereof.
