No. 17, House bill extending the time before adding the five per centum penalty on the tax-payers of Greenesville county until the first day of February, 1894.

The following were presented under Rule 37:

The morning hour having expired, the House proceeded to the business on the calendar.

The following House engrossed bills were read a third time and passed:

No 4, House engrossed bill to authorize the board of supervisors of Warwick county to increase the salary of the clerk of the county court of the said county.

No. 5, House engrossed bill to distribute the road tax arising from Citizens bank of Carroll among the several magisterial districts of Carroll county.

No. 6, House engrossed bill to authorize the board of supervisors of Madison county to effect a loan for county road purposes.

No. 8, House engrossed bill to authorize the board of supervisors of Prince William county to issue the bonds of said county for a sum not exceeding two thousand dollars.

No. 9, House engrossed bill extending the time for the collection of taxes for the year 1893 in the county of Bedford.

Motions severally made to reconsider the votes by which House engrossed bills Nos. 5, 8 and 9 were passed were rejected.

Ordered, That Mr. NICOL carry No. 8 House engrossed bill to the Senate and request their concurrence.

The following House bills were read a second time and ordered to be engrossed:

No. 11, House bill to authorize the board of supervisors of Bedford county to borrow money.

No. 13, House bill to authorize the town of Harrisonburg to issue bonds and borrow money for the purpose of paying its existing indebtedness.

No. 10, House bill enlarging the governor's staff was read a second time.

On motion of Mr. NICOL, the bill was amended by adding at end of second section the following: "Provided that the creation of these offices shall impose no cost upon the State in any respect."

The question being on ordering the bill as amended to be engrossed, was put and decided in the negative.

On motion of Mr. FENTRESS, the House adjourned until tomorrow at 12 o'clock M.

A communication from the Senate by their clerk was read, as follows:

In Senate, December 13, 1893. The Senate have passed Senate bills entitled "An act to incorporate the Real estate, title and guaranty company," No. 15. And "An act enlarging the governor's staff," No. 41.

And they have passed, with amendments, House bill entitled "An act changing the time for commencing the construction of

the railroad authorized under the act of the general assembly approved December 20, 1889, incorporating the Washington and Western railroad company, and completing the main line referred to therein and under the amendments thereof," No. 1.

In which bills and amendments they respectfully request the concurrence of the House.

No. 1, House bill (with Senate amendments), was, on motion. of Mr. RYAN, placed on the calendar.

No. 15, Senate bill, was read twice and referred to the Committee on Propositions and Grievances.

No. 41, Senate bill, was read twice and referred to the Committee on Militia and Police.

No. 7, House bill to authorize the county school board of Henrico county to compensate school trustees, heretofore committed to the Committee on Counties, Cities and Towns, was reported back.

The following House bills reported from the Committee on Finance were read the first time:

No. 18, House bill to amend and re-enact section 1842 of the Code, as amended and re-enacted by an act entitled an act to amend and re-enact section 1842 of the Code of Virginia, in relation to sale by samplers and others of unclaimed tobacco in warehouses of the city of Richmond, and disposition of the proceeds, approved March 3d, 1890.

No 19, House bill for the relief of Charles R. Boatwright, a blind Confederate soldier.

The following House bills reported from the Committee on Counties, Cities and Towns:

No. 22, House bill to allow the board of supervisors of Roanoke county to increase the salary of the county judge of said county. No. 23, House bill to authorize the board of supervisors of King and Queen county to borrow money.

No. 24, House bill to repeal the charter of the town of Potomac, in Prince William county.

Leave of absence was granted Mr. PATTESON one day, and Messrs. VAUGHAN and PERKINS two days each.

By Mr. CRUMP: A bill to amend and re-enact an act approved February 9th, 1892, entitled an act to amend and re-enact section 1916 of the Code, in relation to the duties of the sealer of weights and measures.

By Mr. STOKES: A bill to amend and re-enact section 603 of the Code of Virginia, in reference to the five per cent. penalty for non-payment of taxes.

By Mr. DIGGS: A bill for the relief of P. B. Hughes, of the town of West Point, Va.

By Mr. KOINER: A bill extending the time for collecting taxes before adding the penalty of five per centum for the year 1893. To the Committee on Chesapeake and its Tributaries:

By Mr. FENTRESS: A bill to amend and re-enact section 2148 of the Code of Virginia, as amended and re-enacted by an act entitled "An act to amend and re-enact sections 2131, 2133, 2134, 2135, 2137, 2148, 2151, 2153, and to repeal sections 2141, 2142, 2143, 2144, 2145 and 2147 of chapter 97 of the Code of Virginia, in relation to oysters, and to add independent sections thereto," approved February 25, 1892.

The morning hour having expired, the House proceeded to the business on the calendar.

No. 1, House bill entitled an act changing the time for commencing the construction of the railroad authorized under the act of the general assembly approved December 20, 1889, incorporating the Washington and Western railroad company, and completing the main line referred to therein and under the amendments thereof, came up.

The amendments of the Senate were agreed to.

On motions severally made by Mr. RYAN to reconsider the votes by which the amendments of the Senate were agreed to were rejected.

The following House engrossed bills were read a third time and passed:

No. 11, House engrossed bill to authorize the board of supervisors of Bedford county to borrow money.

No. 13, House engrossed bill to authorize the town of Harrisonburg to issue bonds and borrow money for the purpose of paying its existing indebtedness.

Motions severally made by Messrs. BURKS and BLAKEMORE to reconsider the votes by which House engrossed bills Nos. 11 and 13 were passed were rejected.

No. 7, House bill to authorize the county school board of Henrico county to compensate school trustees, was read a second time.

Mr. DEJARNETTE offered an amendment of a general character in the nature of a substitute, pending which,

On motion of Mr. NICOL, the bill was recommitted to the Committee on Counties, Cities and Towns.
