No. 15, House bill to fix the salary of the board of supervisors of Warwick county, was read a second time.

On motion of Mr. GIBSON, the bill was amended by adding at end of first section the words, "to be paid out of the county treasury."

The bill as amended was ordered to be engrossed.

No. 16, House bill increasing the compensation of the judge of the county court of Rockbridge, was read a second time.

On motion of Mr. GIBSON, the bill was amended by adding at end of first section the words, "such sum to be paid out of the county treasury.

The bill as amended was ordered to be engrossed.

Mr. Utz moved to reconsider the vote by which No. 6, House engrossed bill to authorize the board of supervisors of Madison county to effect a loan for county road purposes, was passed; which motion was rejected.

Ordered, That Mr. Urz carry the bill to the Senate and request their concurrence.

Mr. BOYKIN moved to reconsider the vote by which No. 4, House engrossed bill, was passed; which motion was rejected. Ordered, That Mr. BOYKIN carry the bill to the Senate and request their concurrence.

Mr. EDMONDSON moved to reconsider the vote by which the House refused to order No. 10, House bill enlarging the governor's staff, to be engrossed; which motion was agreed to.

The question recurring on ordering the bill to be engrossed, On motion of Mr. EDMONDSON, the bill was committed to the Committee on Militia and Police.

On motion of Mr. NEWBERNE, the House adjourned until tomorrow at 12 o'clock M.

A communication from the Senate by their clerk was read, as follows:

In Senate, December 14, 1893.

The Senate have passed House bills entitled "An act to authorize the board of supervisors of Warwick county to increase the salary of the clerk of the county court of the said county," No. 4.

An act to authorize the board of supervisors of Madison county to effect a loan for county road purposes, No. 6.

They have passed Senate bill entitled "An act to authorize the Southside male academy, at Chase City, in Mecklenburg county, Virginia, through its trustees and their successors, to borrow money, and secure the same by executing, through said trustees, a deed of trust upon its real estate," No. 10.

In which bill they respectfully request the concurrence of the House.

No. 10, Senate bill, was read twice and referred to the Committee on Counties, Cities and Towns.

No. 41, Senate bill entitled "An act enlarging the governor's staff," was reported from the Committee on Militia and Police with an amendment.

The following House bills, reported from the Committee on Roads (Railroads) and Internal Navigation, were read a first

time:

No. 25, House bill to authorize railroad companies terminating in navigable waters to guarantee bonds of companies building or owning steamboats or vessels used or to be used in connection with the business of the railroad, and to confirm all such guarantees heretofore made.

No. 26, House bill to amend and re-enact an act entitled "An act to incorporate the Blue Ridge railroad company."

No. 27. House bill to amend and re-enact section 2965 of the Code of Virginia, 1887, in relation to whom attachments may be directed and where returnable, reported from the Committee for Courts of Justice, was read a first time.

A message was received from the Senate by Mr. MUSHBACH, who informed the House that the Senate had passed House bill entitled an act to authorize the board of supervisors of Prince William county to issue the bonds of said county for a sum not exceeding two thousand dollars, No. 8.

The following House bills, on motions severally made by Messrs. COOKE and BOYKIN, were placed on the calendar and were read a first time:

No. 28, House bill to authorize the consolidation of the Norfolk city railroad company and the Suburban and city railway and improvement company under the name of the Norfolk street railroad company.

No. 29, House bill to empower the Day's Point land and improvement company to erect a wharf on James river, in the county of Isle of Wight.

No. 30, House bill to empower R. M. Booker to erect a wharf on Pagan creek, in the county of Isle of Wight.

Mr. DIGGS offered the following resolution:

Resolved, That the Committee on Propositions and Grievances inquire, ascertain and report to the House whether or not the Richmond and Chesapeake railroad company has complied with its charter rights as embraced in an act approved February 7th, 1884 (Acts of 1883-'84, pages 114-15), and acts amendatory thereof; and whether or not said charter should be repealed— Which was agreed to.

Mr. WITHROW offered the following concurrent resolution:

1. Resolved by the House of Delegates (the Senate concurring), That a committee of four on the part of the House and three on the part of the Senate be appointed to investigate all matters relating to the election held in Virginia on November 7th, 1893, so far as the same relates to the election of members of the House of Delegates and Senate of Virginia, in favor of or against any candidate or candidates for the United States Senate; and whether or not any improper methods or means were used in electing said delegates or senators in the interest of any candidate or candidates for the United States Senate.

2. Said committee shall also inquire and report whether any improper means or methods were used in the interest of any candidate or candidates for the nomination of United States senator at the caucus of the democratic members of the House and Senate held in the hall of the House of Delegates on December 7th, 1893. 3. The said committee shall have power to send for persons and papers, to employ a stenographer to reduce all evidence to writing, to sit during the sessions of their respective bodies, to make a report of their proceedings in writing, with the result of their investigations and their recommendations in the premises. The House refused to refer the resolution to a committee. The resolution was agreed to.

Mr. DOWNING moved to reconsider the vote by which the resolution was agreed to, which motion was rejected.

Ordered, That Mr. WITHROW carry the resolution to the Senate and request their concurrence.

A message was received from the Senate by Mr. HAY, who informed the House that the Senate had agreed to the resolution. The SPEAKER appointed Messrs. NICOL, DOWNING, COOKE and BOYKIN the committee on the part of the House.

Mr. MASON offered the following resolution:

Resolved by the House of Delegates, That so much of the governor's message as relates to guaranty companies be referred to the Committee on Propositions and Grievances for such action as may be deemed necessary and proper

Which was agreed to.

Leave of absence was granted Mr. HUNTON one day, and Messrs. BOOKER and COLEMAN two days each.

Mr. MANN offered the following resolution:

Resolved by the House of Delegates, That 500 copies of the bill introduced by the member from Prince William relating to the organization of State banks of circulation be printed (for use of members of the House) before the bill is reported by the committee

Which was agreed to.

By Mr. PAXTON: A bill to amend and re-enact section 525 of the Code of Virginia, 1887, in regard to the collecting of certain fees of commissioners of the revenue.

By Mr. MASON: A bill to amend section 603 of the Code of Virginia, 1887, relating to the penalty of five per cent. on the tax-payers, and postponing same to the 15th day of April in each year.

By Mr. Urz: A bill to amend section 14 of chapter 2 of an act entitled an act to provide for the assessment on personal property and incomes, and imposing taxes thereon for the support of the government and public free schools, and to pay the interest on the public debt, and to provide for the mode of applying for licenses to transact any business in this State, and prescribing the amount to be paid as a condition precedent to the right to transact such business.

By Mr. MURRELL: A bill to amend and re-enact section 555, Code of Virginia, in relation to the time when licenses shall expire and the abatement of tax thereon.

By Mr. BRUGH: A bill to refund to Benjamin Hayden one hundred and fifty dollars paid under protest as the fee exacted by the Commonwealth of Virginia on the charter of the Princess iron company, a corporation chartered by the judge of the circuit court of Botetourt county.

By Mr. WITHERS: Resolved, That the Committee on Finance be requested to report a bill equalizing the compensation of county and city treasurers.
