The following House engrossed bills were read a third time and passed:

No. 14, House engrossed bill to amend and re-enact section 3888, Code of Virginia, 1887, entitled "How attempts to commit offences punished.'

No. 15, House engrossed bill to fix salary of the board of supervisors of Warwick county.

No. 17, House engrossed bill extending the time before adding the five per centum penalty on the tax-payers of Greenesville county until the 1st day of February, 1894.

Motions severally made by Messrs. SAUNDERS and DIGGS to reconsider the votes by which House engrossed bills Nos. 14 and 15 were passed were rejected.

No. 16, House engrossed bill for increase of the compensation of the county court judge of Rockbridge county, was, on motion of Mr. MASON, postponed until January 10, 1894.

The following House bills were read a second time and ordered to be engrossed:

No. 12, House bill to amend and re-enact sections 1, 2, 5 and 8 of an act entitled an act to incorporate the Potomac and Great Falls railroad company, approved January 26, 1892.

No. 18, House bill to amend and re-enact section 1842 of the Code as amended and re-enacted by an act entitled an act to amend and re-enact section 1842 of the Code of Virginia, in relation to sale by samplers and others of unclaimed tobacco in warehouses of the city of Richmond, and disposition of the proceeds, approved March 3, 1890.

No. 19, House bill for the relief of Charles R. Boatwright, a blind Confederate soldier.

No. 21, House bill to amend and re-enact section 1488 of the Code, in relation to condemnation of land for school-houses.

No. 22, House bill authorizing the board of supervisors of Roanoke county to increase the salary of the judge of said county. No. 23, House bill to authorize the board of supervisors of King and Queen county to borrow money.

No. 24, House bill to repeal the charter of the town of Potomac, in Prince William county.

No. 20, House bill to give John C. Hall, treasurer of Franklin county, and his deputies power of levy and distress to collect certain uncollected tax-tickets now in his hands, was read a second time.

On motion of Mr. SAUNDERS, the bill was amended by striking out, in line 4, the word "June," and inserting "September." The bill, as amended, was ordered to be engrossed.

A communication from the Senate by their clerk was read, as follows:

In Senate, December 15, 1893.

The Senate have passed House bill entitled "An act to authorize the supervisors of Warren county to borrow $7,000, to be used in the construction of approaches to the two bridges across the north and south branches of the Shenandoah river, at Riverton, in said county," No. 2.

They have passed Senate bills entitled "An act to amend and re-enact sections 1 and 2 of chapter 240 of an act entitled an act to provide for the working and keeping in repair the public roads in the county of Shenandoah, approved February 16, 1892," No. 23.

An act to amend and re-enact sections 11 and 13 of chapter 94, entitled "An act to charter the town of Richlands, in the county of Tazewell, in reference to levy for public schools," &c., No. 37.

And "An act to remove the political disabilities of James K. Gilmore, Hugh F. Parrish, Oliver Cutchings, John Lipop, Mallory K. Cannon and Adam C. Carson," No. 60.

In which bills they respectfully request the concurrence of the House.

No. 23, Senate bill, was read twice, and, on motion of Mr. NEFF, was placed on the calendar.

No. 37, Senate bill, was read twice and referred to the Committee on Counties, Cities and Towns.

No. 60, Senate bill, was read twice and referred to the Committee for Courts of Justice.

No. 10, Senate bill entitled "An act to authorize the trustees of Southside male academy to borrow money," was reported from the Committee on Counties, Cities and Towns.

No. 31, House joint resolution to postpone the imposition of the five per centum penalty on taxes and levies until April 1st, 1894, reported from the Committee on Finance, was read a first time.

The following House bills, reported from the Committee on Counties, Cities and Towns, were read a first time:

No. 32, House bill to regulate the sale of ardent spirits by druggists in cities, towns and magisterial districts where local option prevails.

No. 33, House bill to authorize the school board of Catalpa district, Culpeper county, to fund the indebtedness of the district incurred under the act approved February 18th, 1890.

No. 34, House bill to authorize the board of supervisors of Page county to appropriate and use certain surplus funds now in the hands of the treasurer of said county, and to come into his hands from the levy to be made for the year 1894.

No. 35, House bill authorizing the board of supervisors of Bedford county to apply the proceeds of certain judgments belonging to the said county in improving the public roads of the said county, and authorizing the said board to raise money with the aid of said judgments, and to sell or assign the same for cash or as collateral, was, on motion of Mr. BOLLING, placed on the calendar, and was read a first time.

No. 36, House bill to regulate the practice of medicine and surgery in the State of Virginia, reported from the Committee on Propositions and Grievances, was read a first time.

No. 37, House bill amending an act to incorporate the Lynchburg cotton mill and improvement company, was reported from the Committee on Propositions and Grievances with recommendation that it do not pass.

No. 38, House bill to incorporate the Port Norfolk fair grounds and driving park association, was reported from the Committee on Propositions and Grievances with recommendation that it do not pass.

No. 7, Senate bill entitled an act to change the name of the Virginia safe deposit and fidelity company, and to amend and reenact sections 1 and 9 of an act approved March 4, 1890, entitled "An act to incorporate the Virginia safe deposit and fidelity company, and also to amend and re-enact sections 2, 3, 5 and 15 by an act approved January 19, 1892, entitled an act to amend sections 2, 3, 5, 11 and 15 of an act to incorporate the Virginia safe deposit and fidelity company, approved March 4, 1890," was reported from the Committee on Finance with an amendment.

By Mr. MATTHEWS: A bill to regulate the killing, capturing, hunting, buying or selling or offering for sale of partridges and wild turkeys in the county of Lunenburg, and to prohibit the

catching of same in traps or nets, and to prohibit the taking or destruction of eggs of same in said county.

By Mr. Urz: A bill to authorize the trustees of the Ruckersville and Monroe districts, in the county of Greene, to transfer district school funds to the trustee of the Stanardsville district for the purpose of erecting a graded school building.

To the Committee on Privileges and Elections:

By Mr. NICOL: To prevent bribery and fraud at primary elections, nominating conventions, returning boards, town, county or executive committees and at elections of delegates to nominating conventions in the several towns, counties and cities of this State.

The Committee on Enrolled Bills report that the governor approved the following bills on December 16, 1893:

To authorize the directors and managers of the Female orphan asylum at Fredericksburg, Virginia, to transfer, convey and deliver the real and personal property of that corporation to the Assembly's home and school at Fredericksburg, Virginia, so soon as the last named corporation is organized under its charter.

To incorporate the Assembly's home and school at Fredericksburg, Virginia.

To legalize the issue of certain bonds of the city of Roanoke, Virginia.

Extending the time for the collection of taxes for the year 1893 in Caroline county.

Authorizing the city of Winchester to increase its public debt. To authorize the board of supervisors of Madison county to effect a loan for county road purposes.

Senate joint resolution instructing the treasurer of Pittsylvania county not to make sale of delinquent lands, &c.

Changing the time for commencing the construction of the railroad authorized under the act of the general assembly, approved December 20, 1889, incorporating the Washington and Western railroad company, and completing the main line referred to therein and under the amendments thereof.

To authorize the board of supervisors of Warwick county to increase the salary of the clerk of the county court of said county.

The morning hour having expired, the House proceeded to the business on the calendar.

No. 10, Senate bill entitled "An act to authorize the trustees of Southside male academy to borrow money," &c., was read a third time and passed.

Mr. GIBSON moved to reconsider the vote by which the bill was passed; pending which,

On motion of Mr. SAUNDERS, the motion to reconsider was passed by.

No. 7, Senate bill entitled "An act to change the name of the Virginia safe deposit and fidelity company, and to amend and re-enact sections 1 and 9 of an act approved March 4th, 1890, entitled an act to incorporate the Virginia safe deposit and fidelity company, and also to amend and re-enact sections 2, 3, 5, and 15 of an act approved January 19th, 1892, entitled an act to amend sections 2, 3, 5, 11, and 15 of an act to incorporate the Virginia safe deposit and fidelity company, approved March 4th, 1890,"

came up.

The amendment proposed by the Committee on Propositions and Grievances, as follows:

Add at end of second section the following: "The general assembly reserves the right to change, alter or amend this charter. at any time

Was agreed to.

The bill as amended was ordered to its third reading.

The amendment being presently engrossed, the bill was read a third time and passed.

Mr. CRUMP moved to reconsider the vote by which the bill was passed; which motion was rejected.

No. 23, Senate bill entitled "An act to amend and re-enact sections 1 and 2 of chapter 240 of an act entitled an act to provide for the working and keeping in repair the public roads in the county of Shenandoah, approved February 16, 1892," was read a third time and passed.

Mr. NEFF moved to reconsider the vote by which the bill was passed; which motion was rejected.

No. 21, House engrossed bill to amend and re-enact section. 1488 of the Code, in relation to condemnation of land for school houses, came up.

Mr. SAUNDERS moved to reconsider the vote by which the bill was ordered to be engrossed; which motion was agreed to.

On motion of Mr. GIBSON, the bill was recommitted to the Committee on Counties, Cities and Towns.

No. 19, House engrossed bill for the relief of Charles R. Boatwright, a blind Confederate soldier, was read a third time and passed-yeas, 71.

The vote required by the Constitution was recorded as follows:
