Thereupon the Senate of Virginia, followed by the House of Delegates, and Rev. Dr. Moses D. Hoge with L. L. Lewis, president of the Supreme Court of Appeals of Virginia, and Governor P. W. McKinney with Charles T. O'Ferrall, governor-elect, and Lieutenant-Governor Tyler with Lieutenant-Governor-elect Robert C. Kent, proceeded to the southern portico of the capitol, where divine blessing was invoked by Rev. Dr. Moses D. Hoge, and where the oaths of office of governor and lieutenant-governor were administered to Charles T. O'Ferrall and Robert C. Kent, respectively, by L. L. Lewis, president of the Court of Appeals. Governor Charles T. O'Ferrall was presented by the retiring governor, P. W. McKinney, to the great throng which had assembled on the southern slope of the park. Governor O'Ferrall then delivered his inaugural.

The House of Delegates resumed its session.

On motion of Mr. FENTRESS, No. 46, House bill to authorize and provide for a special election in the county of Pulaski as to the removal of the court-house of said county, was taken up out of its order on the calendar and recommitted to the Committee on Counties, Cities and Towns.

On motion of Mr. COOKE, the House adjourned until to-morrow at 12 o'clock M.

TUESDAY, JANUARY 2, 1894.

On motion of Mr. THOMAS, the reading of the Journal was dispensed with.

No. 62, Senate bill, entitled an act to prohibit the taking of fish in the waters of Wythe county by means of seine nets, &c., was reported from the Committee on Counties, Cities, and Towns.

The following House bills, reported from the Committee on Counties, Cities and Towns, were read a first time:

No. 47, House bill to regulate the killing, capturing, hunting, buying or selling, or offering for sale, of partridges and wild turkeys in the county of Lunenburg, and to prohibit the catching of same in traps or nets and to prohibit the taking or destruction of eggs of same in said county.

No. 48, House bill to prevent the extermination of partridges or quails in the county of Rockbridge.

The following House bills were read a first time and, on motions severally made by Messrs. SMITH and DIGGS, placed on the calendar:

No. 49, House bill to amend an act to provide for working the roads in Northampton county, approved March 2d, 1892.

No. 50, House bill to authorize the mayor and town council of West Point to borrow money for public improvements.

Leave of absence was granted Messrs. PRIDDY and SHEFFEY two days each.

The morning hour having expired, the House proceeded to the business on the calendar.

No. 62, Senate bill entitled an act to prohibit the taking of fish in the waters of Wythe county by means of seine nets, &c.,

came up.

On motion of Mr. SANDERS, the bill was amended by inserting after the word "waters," in second line, the words "of Reed creek and its tributaries."

The bill as amended was ordered to its third reading.

The amendment being presently engrossed, the bill was read a third time and passed.

On motion of Mr. SANDERS, the title was amended to read as above.

Mr. SANDERS moved to reconsider the vote by which the bill was passed; which motion was rejected.

Mr. ALLEN moved to reconsider the vote by which the House postponed, No. 10, Senate bill entitled an act to authorize the trustees of Southside male academy to borrow money, &c., until January 20, 1894; which motion was agreed to.

The question recurring on agreeing to the motion to postpone, the bill was put and decided in the negative.

The motion made by Mr. GIBSON to reconsider the vote by which the bill was passed was rejected.

The following House engrossed bills were read a third time and passed:

No. 36, House engrossed bill to regulate the practice of medicine and surgery in the State of Virginia.

No. 41, House engrossed bill to allow the late treasurer of Prince William county to collect by levy certain tax bills not returned delinquent.

No. 42, House engrossed bill to allow John J. Blackstone, late treasurer of Accomac county, additional time in which to levy and collect any unpaid tax-tickets in his hands.

No. 43, House engrossed bill to ratify, validate, approve and confirm the charter of the Deis manufacturing company, and to make valid and binding all acts of said company and all contracts made by or with said company since April 16th, 1892.

Motions severally made by Messrs. NICOL and RUSSELL to reconsider the votes by which House engrossed bills Nos. 41 and 42 were passed were rejected.

No. 45, House bill to amend and re-enact section 1145 of the Code of Virginia as amended and re-enacted by an act approved February 20, 1892, in relation to the granting of certain charters of incorporation, was read a second time and ordered to be engrossed.

On motion of Mr. HARWOOD, the House adjourned until to-morrow at 12 o'clock M.

No. 53, House bill to amend and re-enact an act approved February 21, 1882, entitled an act to allow Abel A. Lake to erect a wharf at Franklin City, in Accomac county.

No. 54, House bill to amend and re-enact sections 3, 6 and 7 of an act entitled an act to incorporate the Empire transportation company.

No. 58, House bill to amend and re-enact section 1 of an act approved February 5, 1892, entitled an act to legalize the adoption of minor children by adult persons, reported from the Committee for Courts of Justice, was read a first time.

No. 60, House bill to authorize the treasurer of Charlotte county to postpone sale of lands for taxes delinquent in the year of 1892.

No. 61, House bill to protect pheasants and wild turkeys in Spotsylvania county.

Mr. LOGAN offered the following concurrent resolution:

Resolved (the Senate concurring), That the two houses will proceed this day, at 12:30 o'clock P. M., to the election of a city judge of Roanoke, and also to the election of a county judge of Roanoke, in the order in which they appear in this resolutionWhich was agreed to.

Ordered, That Mr. LOGAN carry the resolution to the Senate and request their concurrence.

A message was received from the Senate by Mr. ECHOLS, who informed the House that the Senate had agreed to the resolution.

John W. Woods having received a majority of all the votes cast, was declared duly elected city judge of Roanoke to fill the vacancy occasioned by the resignation of Judge William Gordon Robertson.
