Mr. WITHROW offered the following concurrent resolution: Resolved (the Senate concurring), That the two houses proceed this day at 12:30 o'clock P. M. to elect a judge of the county courts of the counties of Alleghany and CraigWhich was agreed to.

Ordered, That Mr. WITHROW carry the resolution to the Senate and request their concurrence.

A message was received from the Senate by Mr. JONES, who informed the House that the Senate had agreed to the resolution.

C. Forrest Moore having received a majority of all the votes cast, was declared duly elected county judge of Alleghany and Craig, to fill the vacancy occasioned by the resignation of Judge Lyman Chalkley.

No. 63, House bill to amend and re-enact sections 1 and 2 of an act entitled an act to amend and re-enact sections 1, 2, 3, 4, 7 and 10 of the charter of the Newport News light and water company, was read a second time and ordered to be engrossed.

The bill being presently engrossed, Mr. PERKINS moved that it be read a second time this day; which was agreed to, two-thirds in the House so determining.

The bill was read a third time and passed.

Mr. PERKINS moved to reconsider the vote by which the bill was passed; which motion was rejected.

No. 64, House bill for the protection of certain game in the county of Roanoke.

No. 65, House bill to amend and re-enact section 1 of an act approved January 26, 1892, and entitled an act to incorporate the Richmond, Gayton and Southside railroad company.

A communication from the Senate by their clerk was read, as follows:

The Senate have passed Senate bill entitled an act to amend and re-enact section 2906 of the Code of Virginia, with respect to the survival of the right of action to the plaintiff's representatives in actions for tort when the plaintiff dies pending the action, No. 26.

And Senate bill entitled an act to amend and re-enact section 4047 of the Code of Virginia, in relation to the discharge of the accused in the event of the failure to try him for felony, No. 43. In which bills they respectfully ask the concurrence of the House.

Nos. 26 and 43, Senate bills, were read twice and referred to Committee for Courts of Justice.

No. 37, Senate bill entitled an act to amend and re-enact sections 11 and 13 of chapter 94, entitled an act to charter the town of Richlands, in the county of Tazewell, in reference to levy for public schools, &c., was reported from the Committee on Counties, Cities and Towns with an amendment.

No. 46, House bill to authorize and provide for a special election in the county of Pulaski as to the removal of the court-house of said county, heretofore recommitted to the Committee on Counties, Cities and Towns, was reported back with an amendment.
