No. 74. House bill to amend section 2 of an act entitled an act to amend and re-enact an act entitled an act to require the payment of fees on certain charters, approved February 10, 1890, as amended and re-enacted by an act entitled an act to amend and re-enact section 1 of an act of the general assembly approved February 10, 1890, entitled an act to require the payment of fees on certain charters, approved February 28, 1890.

No. 75, House bill for the relief of Rosa P. Millner from erroneous assessment.

No. 76, House bill for the relief of John C. Hall, treasurer of the county of Franklin.

No. 77, House bill for the relief of J. L. Garland, sheriff of Botetourt county.

The following House bills were, on motions severally made by Messrs. SUMPTER, DIGGS, BROOKING and CABELL, placed on the calendar and read a second time:

No. 78, House bill for the protection of fish in the county of Montgomery.

No. 79, House bill to provide for the working of roads in King William county, and to provide for levying a tax for road purposes.

No. 80, House bill to amend the first section of Acts 1878-'79, to incorporate the town of Columbia, in Fluvanna county.

No. 81, House bill to amend and re-enact section 4 of an act approved January 8, 1875, entitled an act to incorporate the Protestant Episcopal education society in Virginia.

A message was received from the Senate by Mr. HURT, who informed the House that the Senate had agreed to a concurrent resolution, as follows:

Resolved (the House of Delegates concurring), That the general assembly proceed this day (January 6, 1894), at 12:30 o'clock P. M., to the election of five judges of the Supreme Court of Appeals; that in the execution of this joint order nominations shall be made in alphabetical order as to their names for the whole number, and then each house shall be notified of said nominations; then the roll shall be called for the election of one of the said judges, and when the roll shall have been called for the whole number the presiding officer of each house shall appoint a committee of two, which shall constitute a joint committee, to count the joint vote in each case and report the results to their respective houses

In which they respectfully request the concurrence of the House. The resolution was agreed to.

Ordered, That Mr. COOKE inform the Senate that the House had agreed to the resolution.

A message was received from the Senate by Mr. HURT, who informed the House that the Senate had agreed to a concurrent resolution, as follows:

Resolved (the House of Delegates concurring), That the general assembly will proceed this day (January 6, 1894), at 1 o'clock P. M., to the election of a county court judge of PatrickIn which they respectfully request the concurrence of the House. The resolution was agreed to.

Ordered, That Mr. THOMPSON of Patrick inform the Senate that the House had agreed to the resolution.

No. 74, House bill to amend section 2 of an act entitled an act to amend and re-enact an act entitled' an act to require the payment of fees on certain charters approved February 10, 1890, as amended and re-enacted by an act entitled an act to amend and re-enact section 1 of an act of the general assembly, approved February 10, 1890, entitled an act to require the payment of fees on certain charters, approved February 28, 1890, was taken up out of its order on the calendar.

Mr. WITH ROW moved that the bill be read a second time this day; which was agreed to, two-thirds in the House so determining.

The bill was read a second time and ordered to be engrossed. The bill being presently engrossed,

Mr. WITHROw moved that the bill be read a third time this day; which was agreed to, two-thirds in the House so determining.

The bill was read a third time and passed.

Mr. WITHROW moved to reconsider the vote by which the bill was passed; which motion was rejected.

No. 37, Senate bill entitled an act to amend and re-enact sections 11 and 13 of chapter 94, entitled an act to charter the town. of Richlands, in the county of Tazewell, in reference to levy for public schools, &c., came up.

The amendment proposed by the Committee on Counties, Cities and Towns, as follows:

Strike out in sixth and seventh lines of 11th (quoted) section the words "from any and all county levies," and insert the following: "From the payment of county levies for road purposes, maintaining the poor, and supporting the public free schools so long as the said town shall keep up its own streets, maintain its own poor, and levy a special tax for the support of the public free schools"

Was agreed to.

The bill as amended was ordered to its third reading.

The amendment being presently engrossed, the bill was read a third time and passed.

The hour of 12:30 o'clock P. M. having arrived, a message was received from the Senate by Mr. GREEN, who informed the House that the Senate is ready on its part to proceed to the execution of the joint order.

Ordered, That Mr. COOKE inform the Senate that the House is ready on its part.

The SPEAKER declared that nominations are now in order for the offices of judges of the Supreme Court of Appeals.

Mr. SHEFFEY nominated John A. Buchanan, of Washington. Mr. DIGGS nominated Richard H. Cardwell, of Hanover. Mr. KOINER nominated George M. Harrison, of Augusta.
