The morning hour having expired, the House proceeded to the business on the calendar.

No. 103, Senate bill entitled an act to incorporate the General athletic association of the University of Virginia, was, on motion. of Mr. WITHROW, passed by.

Mr. HARRIS moved to reconsider the vote by which the bill was passed by; which motion was agreed to.

The question recurring on the motion to pass by the bill, it was put and decided in the negative.

Mr. COOKE moved to amend the bill by striking out the eighth section; which motion was rejected.

The bill was read a third time and passed-yeas, 77; nay, 1. The vote required by the Constitution was recorded as follows:

Mr. SAUNDERS moved to reconsider the vote by which the bill was passed; which motion was rejected.

The following House engrossed bills were read a third time and passed:

No. 66, House engrossed bill to extend the time of commencing construction of the Northwest and Southeast railroad.

No. 68, House engrossed bill to allow George W. Jacobs, J. T. Boggs and others to erect a wharf across the head waters of Occohannock creek, in Accomac county.

No. 69, House engrossed bill to allow D. F. Parker & Brother to erect a wharf on Mill creek, Rappahannock river.

No. 70, House engrossed bill to amend and re-enact section 1033, Code of Virginia, 1887, entitled mayor and council-their powers, duties and jurisdictions; appeals allowed to county courts.

No. 81, House engrossed bill to amend and re-enact section 4 of an act approved January 8, 1875, entitled an act to incorporate the Protestant Episcopal education society in Virginia.

No. 7, House bill to authorize the county school board of Henrico county to compensate school trustees, was read a second time.

The substitute offered by Mr. DEJARNETTE was disagreed to. The bill was ordered to be engrossed.

No. 46, House bill to authorize and provide for a special election in the county of Pulaski as to the removal of the court-house of said county, was read a second time.

Mr. DOWNING moved to amend the bill by striking out all of the 38th, 39th, 40th, 41st, 42d lines, and the words "number of votes shall be dropped," and inserting the following: "In the event that three-fifths or more of the votes cast shall not be cast either for the removal of the court-house to Pulaski or to Dublin; but if the combined vote in favor of Pulaski or Dublin shall be three-fifths or more of the votes cast in said election, there could in that event.'

The question being on agreeing to the amendment proposed by the Committee on Counties, Cities and Towns, as follows: Strike out all after the word "election," in 50th line, down to and including "Pulaski," in 73d line, and insert the following:

"At the said second election, the electors of the said county of Pulaski voting shall each deposit with the judges of election of their respective voting precincts in said county a ballot, upon which shall be written or printed either For the town of Pulaski,' or 'For the town of Newberne,' or For the town of Dublin,' as the case may be, but no vote shall be counted which may be cast for the town dropped, as heretofore provided for, and the town receiving the highest number of votes cast in the said second election between the towns not dropped, as aforesaid, shall be thenceforth the county-seat of said county of Pulaski”—

Mr. DOWNING offered an amendment to the amendment proposed by the Committee on Counties, Cities and Towns, as follows: Strike out all after the word "election," in 50th line, down to and including "Pulaski," and insert the following:

"At the said second election, the electors of the said county of Pulaski voting shall each deposit a ballot with the judges of their respective voting precincts in said county, upon which is written or printed the words 'For the town of Pulaski,' or 'For the town. of Dublin,' as the case may be, and the town receiving the highest number of votes cast in the said second election between the towns of Pulaski and Dublin shall be thenceforward the countyseat of said Pulaski county

Which was agreed to.

The amendment proposed by the Committee on Counties, Cities and Towns, as amended by the amendment offered by Mr. DownING, was agreed to.

The bill as amended was ordered to be engrossed.

Mr. DOWNING moved to reconsider the vote by which the bill was ordered to be engrossed; which motion was rejected.

No. 72, House bill to allow Charles I. Philips, B. F. Strickler and N. T. Sedwick, deputy treasurers of Page county, further time in which to collect unpaid taxes and levies for the years 1889, 1890 and 1891, was read a second time and ordered to be engrossed.

No. 86, House bill to amend and re-enact section 1092 of the Code of Virginia, in relation to railroad and canal companies providing wagon-ways for land-owners, was, on motion of Mr. SAUNDERS, taken up out of its order on the calendar.

The bill was read a second time and ordered to be engrossed. Mr. SAUNDERS moved to reconsider the vote by which the bill was ordered to be engrossed; which motion was rejected.

No. 82, House bill to amend section 862, relating to certain duties of county and city treasurers, and 865 of the Code, relating to suits against treasurers, was, on motion of Mr. CAMPBELL, taken up out of its order on the calendar.

The bill was read a second time and ordered to be engrossed. The bill being presently engrossed, Mr. CAMPBELL moved that it be read a second time this day; which was agreed to, twothirds in the House so determining.

The bill was read a third time and passed.

Mr. CAMPBELL moved to reconsider the vote by which the bill was passed; which motion was rejected..

On motion of Mr. LOGAN, the House adjourned until to-morrow at 12 o'clock M.

Senate bill entitled an act to amend and re-enact an act approved February 29, 1892, incorporating the Elizabeth and Pasquotank railway company, No. 82.

Senate bill entitled an act to incorporate the Portsmouth construction and transportation company, No. 89.

Senate bill entitled an act to amend section 5 of an act approved March 1, 1892, entitled an act to incorporate the Rockingham and West Virginia railway, mining and manufacturing company, No. 90.

Senate bill entitled an act to provide for the recordation of inclusive grants of land in the county of Bath, No. 102.

Senate bill entitled an act to convey certain church and Masonic property in the town of Jonesville, in Lee county, Va., No. 107.

And Senate bill entitled an act providing for the retirement of bonds held by the trustees of St. Joseph's academy and orphan asylum of Richmond, and the issuing of registered certificates therefor, No. 30.

In which bills they respectfully request the concurrence of the House.

Nos. 102 and 107, Senate bills, were read twice and referred to the Committee for Courts of Justice.

Nos. 6 and 11, Senate bills, were read twice and referred to the Committee on Propositions and Grievances..

Nos. 82 and 89, Senate bills, were read twice and referred to the Committee on Roads and Internal navigation.

No. 90, Senate bill, was read twice, and, on motion of Mr. BLAKEMORE, was placed on the calendar.

No. 98, House bill to amend and re-enact section 1094, Code of 1887, in relation to one road or canal crossing another road. No. 99, House bill to incorporate the Montgomery electric company.

The following House bill, reported from the Committee on Agriculture and Mining, was read a first time:

No. 100, House bill to amend and re-enact an act entitled an act to protect and advance agriculture by regulating the sale of and purity of commercial fertilizers, and the guarantee and conditions upon which they are to be sold, and fixing the penalties incurred for violating said act.

The following House bills, reported from the Committee on Counties, Cities and Towns, were read a first time:

No. 101, House bill authorizing boards of supervisors to contract loans for the erection of court-houses, clerks' offices and jails.

No. 102, House bill for working and keeping in repair the public roads in Norfolk county.

The following House bills were, on motions severally made by Messrs. MASON and KOINER, placed on the calendar, and were read a first time:

No. 103, House bill to protect Mongolian and English pheasants in King George and Stafford counties.

No. 104, House bill to enlarge the powers of the corporation of Waynesboro, Va., in regard to the interment of the dead.

A bill (heretofore introduced by Mr EANES) to amend and reenact section 2042 of the Code of Virginia as amended by an act approved March 1, 1888, in relation to trespass by cattle, was referred to the Committee on Agriculture and Mining. It has been transferred to the Committee for Courts of Justice. Leave of absence was granted Mr. Urz for two days.

DEAR SIR,-Will you kindly extend an invitation to the members of the legislature to be present at the formal opening of the Virginia hospital, corner Eleventh and Clay streets, Thursday afternoon, January 11th, at 4 o'clock P. M. You are aware that this institution has been in operation for some weeks past, but we were waiting to have the amphitheatre completed before the formal opening.
