Penal farms

Governors' messages, 1921 Florida-Gov. Hardee recommends that measures be taken to make self supporting the state prison farm at Raiford.

Laws

California-Act providing for the establishment and administration of industrial farms or industrial road camps in the counties of the state and the commitment thereto and discipline of persons charged with or convicted of public offenses. (Ch. 843, Laws 1921)

Penal institutions

Governors' messages, 1921 Arkansas-Gov. McRae recommends the abolition of the present salaried Penitentiary commission and the substitution of an honorary board of perhaps five members, of whom at least one shall be a woman, to be appointed by the governor who shall also appoint a practical farmer to take charge of each of the state farms. Colorado-Gov. Shoup recommends that appropriations for charitable, penal and corrective institutions be adequate to meet their reasonable needs.

Idaho-Gov. Davis recommends that educational and better housing facilities be provided to inmates of penal institutions. Massachusetts-Gov. Cox recommends that the jails and houses of correction now maintained by fourteen separate counties be consolidated under direct state control. Michigan-Gov. Groesbeck recommends legislation to improve prisons and prison management generally, the abolition of the Joint penology commission and transfer of its duties to the Administrative board. New Hampshire-Gov. Brown recommends consolidation of jails and establishment of a state house of correction, where prisoners may be sentenced for short terms and labor. South Dakota-Gov. McMaster urges legislative appropriation to improve sanitary condition of state penitentiary.

South Carolina-Gov. Cooper recommends a complete revision of the present pension law, that its administration be placed under the direction of the comptroller general and that pensions be paid only to those confederate soldiers and sailors or their widows, who are in need of financial assistance.
