The county commissioners are hereby invested with authority to transport such pauper, idiot or insane person to the place whence he came. Penalty for violations. Sec. 47. Any person refusing or neglecting to comply with, or wilfully and knowingly violating any of the provisions of this act, except where another penalty is herein provided, shall upon conviction thereof, be fined in any sum not exceeding five hundred dollars, or be imprisoned not more than three years, or both such fine or imprisonment at the discretion of the court.
