Rubber buffings.. NOTE: Rubber scrap, not ground or ground with cord or fabric insertion, or ground without cord or fabric insertion, the particles of which pass over a screen of not less than 8-mesh is not subject to the regulations in this part. Reclaimed rubber or regenerated rubber. NOTE: Reclaimed rubber or regenerated rubber when in the form of dense homogeneous nonporous sheets or rolls, the sheets of thickness of 18 inch or greater, packed flat or in rolls, or in pelletized form if not less than 4 inch in diameter, or ground, the particles of which pass over screen of not less than 5-mesh, all properly cooled before shipment, is not subject to the regulations in this part.

Rubber scrap if ground, powdered, or granulated, and the rubber content of which exceeds 45%, as determined by subtracting the sum of the percentage of ash and the percentage of acetone extract from 100. Buffings from any grade of rubber irrespective of percentage of rubber content.

Rubber shoddy, regenerated ruiber or reclaimed rubber consists of old rubber which has been subjected to chemical treatment of some kind in preparing if for further use in the rubber industry. Certain grades of rubber scrap if ground, powdered or granu lated, or the buffings from rubber, as well as rubber shoddy, regenerated or reclaimed rubber are subject to the risk of spontaneous heating and ignition. This hazard does not apply to rubber which is not ground, powdered, or granulated, nor to rubber scrap in the form of dense homogeneous nonporous sheets or rolls.
