MILWAUKEE, WIS., March 15, 1910. Honorable David S. Rose, Mayor of the City of Milwaukee. DEAR SIR:-In accordance with Section 13 of the Civil Service Act, the Board of City Service Commissioners respectfully submits to you its Fifteenth Annual Report for the year ending December 31, 1909, to be transmitted to the common council, as per statute in such case made and provided. The report of the Chief Examiner and Ex-Officio Secretary is appended hereto, describing in full the examinations held, their results, also promotions, transfers, and the whole transaction of the City Service Board during the last year. The Civil Service Department was conducted economically and on a business basis, and with a view of serving the people truly and faithfully. The Board performed its duties honestly and with impartiality, and always endeavored to co-operate harmoniously with all the departments of the city government. The examinations were conducted under the charge of J. J. Vlach, Chief Examiner and Ex-Officio Secretary of the Board, who with his assistants, Mr. E. E. Caufy and Miss K. A.
