inch by two inches and rungs of not less than five-eighths of an inch in diameter placed not over twelve inches apart and properly riveted through the strings. Where the lowest balcony is more than fourteen feet over the ground beneath the same, a suitable landing platform shall be provided. Such platform shall be located not more than ten feet above the ground, and shall be connected with the fire escapes above by a stairway constructed as herein specified. Such platform shall not be less than four feet in length by three in width, and shall be provided at each end with proper railings and a drop ladder to reach the ground. Except as specified, it shall be constructed in conformity with the other provisions of these regulations.

8. Wherever possible, a balcony at the top story of any building shall be provided with a goose-neck ladder leading to the roof. Such goose-neck ladder shall be securely fastened to the wall of the building and to the roof, and shall be so located as to afford safe access to the roof. Such ladder shall be constructed as provided for drop ladders; the strings shall be in one piece and shall not be connected in parts by rivets and bolts; such ladders shall be arranged to rest on brackets and not on the slats forming the floor of the balcony.

9. Scuttle ladders, where required, shall be constructed as above provided for stairs, except that they may be set at a steeper angle. They must be properly secured at top and bottom.

10. All the parts of such fire escapes shall receive not less than two coats of paint, one in the shop and one after erection. All fire escape balconies shall contain a plate firmly fastened to the standards or filling-in bars near the top railing, containing in plain, large, prominent, raised letters, each letter to be not less than one-half inch in length, the folloging words: "Any one placing any incumbrance on this balcony will be fined ten dollars." The lettering on such plates shall be painted with a paint of a color different from that used on the body of the plate, so that the letters will be prominent and distinct.

11. In case it may be desired, for architectural or other reasons, to vary these requirements in the shape or construction of the brackets or railings, such changes may be submitted to the

committee on fires and lights but shall not be made until its approval has been obtained.

12. Any person violating any of the provisions of this ordinance shall be liable to a penalty of fifty dollars for each offense and an additional penalty of twenty-five (25) dollars for each thirty days that any building requiring fire escapes as hereinbefore provided shall remain unequipped with the same.

No person shall be liable for any penalty under this ordinance until after the expiration of thirty days from the passage thereof.

Olean.

CITY ORDINANCES.

Regulating Fire Escapes.

Section 1. Every building in the city of Olean having three or more stories or floors and having less than two separate and disconnected stairways which provide access from all the floors of such building to the ground, shall be provided with a fire escape; such fire escape shall consist of a landing or balcony constructed of iron not less than three feet wide and six feet long at each floor of such building connected with the interior by a door or window, and said landings or balconies shall be connected with each other by an iron ladder at least eighteen inches in width, with the rungs not less than ten inches apart, such fire escape to be securely fas tened to the walls of such building and capable of sustaining a weight of at least 1,000 pounds, and shall be erected, if possible, opposite the hallway, if any, on each floor of said building, and on a side of such building opposite the interior stairway therein.

§ 2. Any person being the owner, occupant or manager or having the control of the whole of any such building mentioned and described in section 1 of this ordinance, who shall fail, neglect or refuse to erect and provide and maintain a fire escape thereon as provided by section 1 of this ordinance within thirty days after notice so to do by the chief of the fire department, shall be liable to a penalty in the sum of $25 for each and every day thereafter during which such building is not provided with such fire escape.

Fire Escapes.

§ 24-A. Whenever the common council shall deem necessary, and shall by resolution so declare and direct any building, hotel, factory, place of amusement, or business block within the city of Plattsburgh, shall be provided with a suitable and sufficient fire

escape.

B. In case any such building, hotel, factory or place of amusement, or business block shall not be provided with such fire escapes within sixty days after the service of a copy of such resolution upon the owner thereof or his agent, or the occupant or occupants of said premises by personally delivering to and leaving with such owner, agent, occupant or occupants of said premises, the common council may without further notice and at the expense of the owner of such property cause the same to be equipped with such fire escape and collect such expense in a suit therefor brought in a court of record or the city court of said city.

All buildings occupied above the second story as tenements or for hotel purposes, factory, theatre, opera house, music hall, or other places of amusement, assembly hall, charitable institutions, shall have a suitable fire escape subject to approval by the building inspector or the board of public works.

§ 289. Fire escapes required. 1. Every building more than two stories in height, used or intended to be used as a hotel, lodging house, factory, mill, office building, hospital, asylum, school, public building or for mercantile purposes, and not having more than one means of egress, shall have constructed therein or thereon outside iron stair fire escapes, or inside fire stairways.

2. The number and location of such fire escapes and fire stairways shall be determined by the bureau according to the location of the building, its style of construction, size, constructed means of egress, number of inmates and the purposes for which used. 3. This section applies to buildings now or hereafter constructed.

§ 291. Outside fire escapes. 1. Outside fire escapes shall consist of open iron stairways of not more than forty-five degrees slant, with steps not less than six inches in width and twenty-four inches in length, and protected by a well secured handrail on both sides.

2. They shall be connected with each floor above the first, well fastened and of sufficient strength, and shall have landings or balconies not less than six feet in length, and three feet in width guarded by iron railings not less than three feet in height and embracing two windows at each story, connected with the interior by easily accessible and unobstructed openings.

3. The windows or doors to each fire escape shall be located as far as possible consistent with accessibility from the stairways and elevator hatchways or openings and the ladders thereof shall extend to the roof.

4. Drop stairs shall reach from the lowest platform to the ground, and shall be hinged and hung with a counterweight suspended to a chain or cable with the said weight entirely inclosed in an iron pocket in which it shall move freely up and down.

5. The weights of all fire escapes now existing shall be inclosed in such iron pockets.

6. Any other plan of outside iron stair fire escapes substantially as above required, shall be sufficient if approved by the bureau. 7. Fire escapes shall be kept painted and in good repair.

§ 292. Scuttles. In every building more than two stories in height, intended to be used as a hotel, lodging house, factory, mill, office building, hospital, asylum, school, public building or for mercantile purposes, there shall be constructed on the roof a scuttle with stationary iron stairs or ladders leading thereto.

§ 293. Incumbrances prohibited. 1. No person shall at any time place any incumbrance or obstruction of any kind whatsoever before or upon any outside fire escape or balcony thereof, or before any window, or upon the sill thereof leading to such fire escape or balcony.

2. No person shall at any time place any incumbrance or obstruction of any kind whatsoever before or upon any inside fire stairway or ladder or stairway leading to bulkhead or scuttle on roof, or in, or before any passageway leading to or from the same.

BUILDING CODE.

Section 5. Interior stairs. (1). Number regulated by area of building.— In all buildings hereafter erected the number of stairs in each story shall be regulated by the actual area of each story, except as hereinafter mentioned. All stairways shall be continuous from the top floor that the stairway reaches to the ground floor level, and the main stairway shall extend to the roof. In dwellings, stairs need not be over each other, nor need they run to the roof. Exits from all stairs shall be provided as the Superintendent of Building may direct. Where more than one stairway is required the stairs shall be remote from each other. When the ground floor area exceeds that of the floors above, the number of stairs for this story shall be determined by the area of the story next above.

In all municipal buildings, court houses, detention buildings, schools, colleges, hospitals, asylums, churches, amusement halls, lodge rooms, exhibition buildings, hotels, lodging houses, club houses, dormitories, dwellings, tenement houses, there shall be the
