THIRTEENTH LESSON THE FIRST CONGRESS When England saw that nothing could be done to bring the Americans to subjection, she repealed all the acts on taxation and put a small duty on all the teas that came into America, thinking that this would be paid without protest. But the Americans were fighting not because they were not willing to pay the taxes, but because they wanted the right to vote, which had been denied to them; so they refused to pay duty on tea and began to work out a plan by which they could free themselves from the yoke of England.
