MILWAUKEE, January 1, 1903. Honorable David S. Rose, Mayor of the City of Milwaukee: We herewith submit to you the eighth annual report of the Board of City Civil Service Commissioners for the year ending December 31, 1902, for transmission to the Common Council, in compliance with Section 13 of the City Civil Service Law. The general business and transactions of the Board, together withi carefully compiled statistics and a complete and concise history of the business of the department for the year, is contained in the report appended hereto of the Chief Examiner and Ex-Officio Secretary; also a copy of the rules now in force and as amended with your approval, together with a copy of the City Civil Service Act. By a perusal of the financial statement in the appended report it is obvious the department has practiced its usual economy, the balance to draw upon on December 31st being $532.06. An appropriation of $3,600 with which to carry on the business of the department for the ensuing year will be required. To properly and expeditiously carry on the examinations in order to fill the civil lists which have expired by limitation or have been abolished, it will in all probability be found necessary to increase the official staff, thereby increasing the expense of the department. We regret to report the necessity of injunctional proceedings between the members of this Board and the City Treasurer's office and Comptroller's office in relation to the proper construction of Section 6 of the City Civil Service Act, and which is now awaiting a decision of the courts. The Board wishes to say that it has no desire to act arbitrarily in the enforcement of its rules, it being the constant endeavor of the members of the Commission to construe the law and rules intelligently and fairly and for the best interests of the service of the city. The Board has endeavored during the last year to make the examinations as practical and concise as possible in their character, occasion being taken to mention this in our last report, but owing to the great care and good judgment given in drafting the questions for examinations, the system has been materially improved upon. 5 |
