The cooperation o the transportation companies in the adjustment of many matters relating to equipment and service has been of material assistance to the commission.

TRACK, LINE, AND ROADWAY.

Several improvements in the maintenance of track, line, and roadway have been made by the transportation companies, such as the laying of new rails on the Brightwood Avenue-Ninth Street line, on Four-and-a-half Street, Water Street, and L Street SW., general repairs to track on Fourteenth Street NW., Georgia Avenue NW., Columbia Road NW., North Capitol Street and Rhode Island Avenue NE., installation of new crossing at Seventh and B Streets NW., and replacing center pole with span construction on Bladensburg Road NE. from H Street to Mount Olivet Cemetery, all of which have been carried out under the inspection of representatives of this bureau.

The Washington & Maryland Railway Co. reconstructed its roadway, installed overhead trolley construction, and put in operation its single-track line along the following route:

Beginning at Fourteenth and Kennedy Streets NW., thence east on Kennedy Street to Third Street west, north to Aspen Street, east to Laurel Avenue, north to Carroll Avenue, a distance of about 200 feet beyond the District line; also beginning at Third and Aspen Streets, west on Aspen Street to Fourth Street, north on Fourth Street to Butternut Street, making physical connection with the tracks of the Washington Railway & Electric Co. at that point. This work was inspected by representatives of this bureau.

EXTENSIONS.

In compliance with an act of Congress approved February 25, 1913, the Washington Railway & Electric Co. constructed and placed in operation a single-track line on Macomb Street and Massachusetts Avenue extended NW., connecting with the Georgetown & Tennallytown line at Wisconsin Avenue and Macomb Street. This line was placed in operation as far as Nebraska Avenue May 27, and operation of the complete line to the District line was commenced September 24, 1914.

While the commission was engaged in an attempt to improve the service to and from the southern part of Fourteenth Street west by further joint use of the tracks of the Washington-Virginia Railway Co. by the Washington Railway & Electric Co., the Washington Railway & Electric Co. requested that it be permitted to connect their existing lines at Fourteenth and F Streets and at Fourteenth and Pennsylvania Avenue by the construction of double track on Fourteenth Street between these intersections. This, together with a double-track branch-off on Water Street, was ordered by the commission. The order requires that the work be completed and that cars be operated thereon on or before June 30, 1915.

On the petition of citizens residing in the extreme southeast section of the District for an extension of the existing car line from its present terminus at Congress Heights along Nichols Avenue to the junction of Giesboro and Livingston Roads, a distance of about 1 mile, the commission issued an order directing the Washington

Railway & Electric Co. to extend its line from the present terminus at the junction of Nichols Avenue and Alabama Avenue, Congress Heights, along Nichols Avenue to the junction of Nichols Avenue and Upsal Street, a distance of about one-half mile, the line to be completed and in operation not later than June 30, 1915.

In compliance with an act of Congress approved September 29, 1914, the Washington Railway & Electric Co. has commenced the construction of a single-track line on Portland Street SE., connecting with the existing line at Nichols Avenue and Portland Street and extending to Fourth Street SE.

ACCIDENTS.

The reports of accidents required and the purpose of investigating accidents were described in the report for 1913. Only such accidents are investigated as appear to involve conditions which can be improved by the action of the commission, and the investigation is carried no farther than is necessary to disclose these conditions. Investigations are carried on by this bureau and a report submitted, together with recommendations.

During the year, 1,560 accidents resulting in personal injury or loss of life occurred in connection with the operation and maintenance of all public utilities coming under the jurisdiction of the

commission.

These accidents are classified by utilities and by causes in Tables Nos. 4, 5, 6, 7, 8, 9, and 10.

The number and character of accidents investigated by the bureau appear in Tables Nos. 11 and 12.

The bureau desires to acknowledge the assistance of the police department of the District in reporting to the bureau all accidents coming under its observation.

VALUATIONS.

During the year the bureau completed the preparation of the engineering data for the valuation of the properties of the Washington & Maryland Railway Co., and is engaged on similar work in the case of the East Washington Heights Traction Railroad Co.
