lected on Customs Forms 3419 daily with the amount reported for customs collections on Form 1412, Daily Cash Report, and file the Customs Forms 3419 separately by customs port of entry until the end of the weekly reporting period. Then assemble the forms in ascending serial number order for each customs port of entry and enter them promptly on Forms 2932 for appropriate ports of entry in that order. All other offices will record collections on Forms 2932 daily. (5) Distribute Form 2932 copies as follows:

(i) Original (white) to regional controller. Mail separately from Statement of Accounts. Endorse envelope in lower left corner Customs Collections-Forms 2932.

(ii) Second (pink)—to applicable collector of customs.

(2) Past-due entries. When the issuing customs port of entry does not receive a report of disposition of dutiable article, the collector of customs will forward an inquiry to the postmaster on Customs Form 3423, Transcript of Entry of Merchandise Imported Through the Mails, in duplicate, requesting information on the disposition of entries involved. On receipt of Customs Form 3423 the chief accountant, or other employee designated by postmaster in offices not having a chief accountant, will make a search for Customs Form 3419. If form is located, return both copies of Customs Form 3423 to port of entry with notation that the entry will be accounted for in the usual manner when collection is effected, or note on Customs Form 3423, the control number of the register, Form 2932, on which the entry was reported. When search fails to locate record of Customs Form 3419 or related package, notify the collector of customs accordingly.

(g) Refund of duty.

(2) By customs service. Refund of duties paid will be considered by the

Customs Service if merchandise covered by a mail entry representing 5 percent or more of the total value of all of the merchandise of the same class or kind entered in the invoice in which the item appears is abandoned and delivered to the collector of customs where the entry was made within 30 days after the date of entry.

(3) On returned merchandise. Refund of duties paid less 1 per centum will also be considered by the Custons Service if merchandise covered by a mail entry and found not to conform to sample or specification or shipped without the consent of the consignee is, within 90 days from the date of delivery, returned to customs custody for exportation, unless the Secretary of the Treasury authorizes in writing a longer time. The postal charges incident to returning the merchandise to the sender must be paid by the addressee.

(h) Duty-(1) Rates. Patrons desiring information concerning rates of duty on articles imported into the United States, or other customs procedure, should communicate with the appropriate customs officer, located at various points throughout the country or with the Commissioner of Customs, Treasury Department, Washington 25, D.C. publication, United States Import Duties (1962), is sold by the Superintendent of Documents, Government Printing Office, Washington 25, D.C.

(i) Forwarding or returning dutiable mail-(1) Forwarding within the United States. Dispatch package as prescribed in § 114.3 (a) of this chapter (for postal union articles) or § 122.4(a) of this chapter (for parcel post). Allow the Customs Forms 3419 to remain attached to the redirected package in its original envelope, which is also redirected to the new address. Prepare Form 3814, "Record of COD Parcels Held for Delivery", in duplicate, showing name and address of addressee forwarding address, and name of port where the duty was assessed. In Bin No. block on Form 3814, enter the 6-digit serial number from related Customs Form 3419. Mail original

Sec. 152.4 Report of customs seizure. [Revised] § 152.4 Report of customs seizure.

When a seizure is made by customs of matter found to be prohibited importation, falsely declared, or otherwise imported contrary to law, the customs officer will notify the addressee. If the seizure involves registered or insured mail, the customs officer will also notify the International Service Division, Bureau of Transportation, Post Office Department, Washington 25, D.C. (10) In the case of parcels which contain matter of no intrinsic value or matter which did not conform to the stipulations of the conventions applicable, or which were not posted in the manner prescribed. However, in the event of loss, rifling or damage of mail erroneously accepted for insurance to other countries, limited indemnity may specially be paid as if it had been addressed to a domestic destination, i.e., on the basis of the indemnity limits for domestic insured mail. If erroneously accepted as registered mail limited indemnity may be specially paid under the conditions in paragraph (a) of this sec

tion. If postage was erroneously collected at other than parcel post rates, but the parcel was otherwise properly accepted for insurance, indemnity may specially be paid under paragraph (c) of this section.

(19) In excess of limits prescribed in § 162.2(a) of this chapter for domestic registered letters bearing foreign return addresses which are forwarded pursuant to § 113.4(b) (2) of this chapter.

(f) Adjusting exchange offices. Indemnity claims relating to international insured or registered mail shall be adjudicated and approved by the adjusting exchange office for the countries involved as indicated below:

(b) Dimensions. The following general dimensions apply to the various classes of postal union articles:

(1) Post cards. Maximum 6 by 44 inches; minimum, 4 by 234 inches. (Effective January 1, 1963 the minimum dimensions will be 44 by 3 inches.)

(2) All other postal union articles(i) Maximum. Length, breadth, and thickness combined, 36 inches; greatest length, 24 inches. When sent in the form of a roll the length (the maximum of which is 32 inches) plus twice the diameter is limited to 40 inches.

(ii) Minimum. The address side must measure at least 4 inches in length and 24 inches in width. (Effective Janu

ary 1, 1963, the minimum dimensions will be 44 by 3 inches.) When in the form of a roll, the length may not be less than 4 inches, or the length plus twice the diameter less than 634 inches. Articles having lesser dimensions are accepted on condition that a rectangular address tag is attached whose length and width together measure not less than 61⁄4 inches, with the shorter side not less than 12 inches.

CODIFICATION: § 168.1 was amended in the following respects:

1. Paragraph (a) (1) was amended, 28 F.R. 6507, June 25, 1963. Subsequently, in the table thereunder, the printed matter weight limitation for "Peru" was changed from 11 pounds to 33 pounds, 29 F.R. 14928, Nov. 4, 1964.

2. The rate table was amended as follows under "Surface Rates," 28 F.R. 2278, Mar. 8, 1963:

a. Opposite "Letter mail to Canada and Mexico" "4 cents per ounce" was changed to read "5 cents per ounce."
