SEC. 7. If any person shall unlade, cast or throw into the harbor. 2 out of any ship, vessel or boat, or from the shore or 3 any wharf, any ballast, rubbish, gravel, earth, stones, 4 dirt, ashes or filth, into the harbor or river of the Piscat5 aqua, between the light-house at the entrance of said 6 harbor, and the Boiling Rock, so called, up said river, or 7 aid or assist therein, he shall forfeit a sum not less than 8 five dollars, nor more than ten dollars, for the use of 9 any person who will sue for the same.

Harbor-master 1 SEC. 8. The city of Portsmouth shall annually 2 choose a harbor-master, whose duty it shall be to over3 see said harbor and river, and to inquire into and pros4 ecute all offenses under the preceding section.

SECTION 1. 7 lectmen that such wolf or wolf's whelp was killed by 8 himself or by some person whose agent he is; the 9 selectmen shall cut off the ears from the head so pro10 duced, and shall otherwise so disfigure the same that 11 it shall never again be offered for a bounty, and shall 12 pay to such person or his order twenty dollars for every 13 wolf, and ten dollars for every wolf's whelp, killed as 14 aforesaid.

SEC. 8. Every owner or keeper of a dog shall for

2 feit to every person injured by it double the amount of 3 the damage sustained by him, to be recovered in an 4 action of debt.

The selectmen or assessors of every town, 2 when making the annual invoice of taxable estates, 3 shall ascertain the number of dogs owned, kept or har4 bored by any person resident in their town, and shall 5 annually assess upon such persons for every dog so 6 owned, kept or harbored, if a male, one dollar, and if a 7 female, two dollars, to be collected and paid into the 8 treasury of the town as other town taxes.

Accounts of 1 SEC. 10. The treasurer of every town shall keep an 2 accurate and separate account of all sums received 3 from taxes upon dogs, which shall at all times be open 4 to the examination of any legal voter of such town, 5 and he shall likewise keep an accurate and separate 6 account of all sums paid out from the proceeds of such 7 taxes under the provisions of this chapter, open to like 8 examination.

1 SEC. 11. Every person, suffering loss or damage by 2 reason of the worrying, maiming or killing of his 3 sheep, lambs, or other domestic animals, by a dog, may, 4 within thirty days after he knows of such loss or dam5 age, present to the selectmen of the town wherein 6 such loss or damage happens, proof of the nature and 7 extent thereof; and they shall draw an order, in favor 8 of the person suffering such loss or damage, upon 9 the treasurer of said town for the amount of the same.

SEC. 12. The treasurer of each town shall register 2 all such orders at the time of their presentation, and 3 annually, on the second Tuesday of March, pay them 4 in full, if the gross amount received by his town from 5 taxes on dogs, and not previously paid out, shall be 6 sufficient for that purpose; otherwise he shall divide 7 such amount pro rata among such orders, in full dis8 charge thereof.

SEC. 13. After such order has been drawn, the city 2 or town may recover, in an action of assumpsit against 3 the keeper or owner of any dog concerned in doing 4 the damage or occasioning the loss, the full amount of 5 such order.
